Dodoma (lit.[1](1/ "tree and pragmatics") ‘It has sunk’ in [Gogo](https://en.wikipedia.org/wiki/Gogo_language)), officially Dodoma City (Jiji Kuu la Dodoma, in [Swahili](https://en.wikipedia.org/wiki/Swahili_language)), is the [capital city](https://en.wikipedia.org/wiki/Capital_city) of [Tanzania](https://en.wikipedia.org/wiki/Tanzania) [corpus](../Tanzania/ "in our corpus").[\[2\]](./#ref-2 "note 2")[2](2/ "tree and pragmatics") With a population of 765,179 as per 2022 which is projected to reach 1,000,000 by the end of 2026 (given the current pace of relocation of government organizations and NGOs),[\[3\]](./#ref-3 "note 3")[\[2\]](./#ref-2 "note 2") it is also the administrative capital of both [Dodoma Municipal Council](https://en.wikipedia.org/wiki/Dodoma_Municipal_Council) and the entire [Dodoma Region](https://en.wikipedia.org/wiki/Dodoma_Region).[3](3/ "tree and pragmatics") In July 2024, Dodoma officially surpassed [Arusha](https://en.wikipedia.org/wiki/Arusha) to become the third largest city in Tanzania on both infrastructure and population measures.[4](4/ "tree and pragmatics") In 1974, the [Tanzanian government](https://en.wikipedia.org/wiki/Government_of_Tanzania) announced that Tanzania's national capital would be moved from [Dar es Salaam](https://en.wikipedia.org/wiki/Dar_es_Salaam) to Dodoma for social and economic reasons and to centralise the capital within the country.[5](5/ "tree and pragmatics") It became the official capital in 1996.[6](6/ "tree and pragmatics")

Much of Dodoma's initial design did not come to fruition until the 21st century.[7](7/ "tree and pragmatics") In May 2023, the national government under President [Samia Suluhu](https://en.wikipedia.org/wiki/Samia_Suluhu) unveiled the new State House in Dodoma in a historic event stamping the relocation of government duties to the city.[8](8/ "tree and pragmatics") As a result, [Dar es Salaam](https://en.wikipedia.org/wiki/Dar_es_Salaam) has remained the commercial and maritime capital of Tanzania, while also retaining the state house [Ikulu](https://en.wikipedia.org/wiki/Ikulu) and a number of government functions.[9](9/ "tree and pragmatics")

## Geography

Located in the centre of the country, the town is 453 km west of the former capital at [Dar es Salaam](https://en.wikipedia.org/wiki/Dar_es_Salaam) and 441 km south of [Arusha](https://en.wikipedia.org/wiki/Arusha), the headquarters of the [East African Community](https://en.wikipedia.org/wiki/East_African_Community).[10](10/ "tree and pragmatics") It is 259 km north of Iringa through Mtera.[11](11/ "tree and pragmatics") It is also 260 km west of Morogoro.[12](12/ "tree and pragmatics") It covers an area of 2669 km2 of which 625 km2 is urbanized.[13](13/ "tree and pragmatics")

## History

### 20th century

Originally a small market town known as Idodomya, the modern Dodoma was founded in 1907 by [German colonists](https://en.wikipedia.org/wiki/German_Africa) during construction of the [Tanzanian central railway](https://en.wikipedia.org/wiki/Central_Line_%28Tanzania%29).[14](14/ "tree and pragmatics") The layout followed the typical colonial planning of the time with a European quarter segregated from a native village.[\[4\]](./#ref-4 "note 4")[15](15/ "tree and pragmatics")

In 1967, following independence, the government invited Canadian firm Project Planning Associates Ltd to draw up a master plan to help control and organise the then capital of the country, [Dar es Salaam](https://en.wikipedia.org/wiki/Dar_es_Salaam), which was undergoing rapid urbanisation and population growth.[16](16/ "tree and pragmatics") The plan was cancelled in 1972, in part due to its failure to adequately address the historical and social problems associated with the city.[\[4\]](./#ref-4 "note 4")[17](17/ "tree and pragmatics")

In 1974, after a nationwide party referendum, the Tanzanian government announced that the capital would be moved from Dar es Salaam to a more central location to create significant social and economic improvements for the central region and to centralise the capital within the country.[\[5\]](./#ref-5 "note 5")[18](18/ "tree and pragmatics") The cost was estimated at £186 million and envisaged to take 10 years.[19](19/ "tree and pragmatics") The site, the Dodoma region, had been looked at as a potential new capital as early as 1915 by the then colonial power [Germany](https://en.wikipedia.org/wiki/Germany) [corpus](../Germany/ "in our corpus"), in 1932 by the British as a [League of Nations mandate](https://en.wikipedia.org/wiki/League_of_Nations_mandate) and again in the post-independence [National Assembly](https://en.wikipedia.org/wiki/National_Assembly_%28Tanzania%29) in 1961 and 1966.[\[6\]](./#ref-6 "note 6")[\[7\]](./#ref-7 "note 7")[20](20/ "tree and pragmatics")

With an already-established town at a major crossroads, the Dodoma region had an agreeable climate, room for development[\[8\]](./#ref-8 "note 8") and was located in the geographic centre of the nation.[21](21/ "tree and pragmatics") Its location in a rural environment was seen as the [ujamaa](https://en.wikipedia.org/wiki/Ujamaa) heartland and therefore appropriate for a ujamaa capital that could see and learn from neighbouring villages and maintain a close relationship to the land.[\[7\]](./#ref-7 "note 7")[\[9\]](./#ref-9 "note 9")[22](22/ "tree and pragmatics")

A new capital was seen as a more economically viable alternative than attempting to reorganise and restructure [Dar es Salaam](https://en.wikipedia.org/wiki/Dar_es_Salaam) and was idealised as a way of diverting development away from continued concentration in a single coastal city that was seen as anathema to the government's goal of socialist unity and development.[\[7\]](./#ref-7 "note 7")[23](23/ "tree and pragmatics") Objectives for the new capital included: that the city become a symbol of Tanzania's social and cultural values and aspirations; that the capital city function be supplemented by industrial-commercial development; and that the mistakes and features of colonial planning and modern big cities, such as excessive population densities, pollution and traffic congestion, be avoided.[\[4\]](./#ref-4 "note 4")[24](24/ "tree and pragmatics")

The Capital Development Authority (CDA) invited three international firms to submit proposals for the best location and preparation of a master plan: Project Planning Associates Ltd., of [Canada](https://en.wikipedia.org/wiki/Canada) [corpus](../Canada/ "in our corpus"); [Doxiadis Associates](https://en.wikipedia.org/wiki/Constantinos_Apostolou_Doxiadis) International, of [Greece](https://en.wikipedia.org/wiki/Greece) [corpus](../Greece/ "in our corpus") (who had worked on [Pakistan](https://en.wikipedia.org/wiki/Pakistan) [corpus](../Pakistan/ "in our corpus")'s new capital of [Islamabad](https://en.wikipedia.org/wiki/Islamabad) [corpus](../Islamabad/ "in our corpus")); and Engineering Consulting Firms Association, of [Japan](https://en.wikipedia.org/wiki/Japan) [corpus](../Japan/ "in our corpus").[25](25/ "tree and pragmatics") A fourth firm from Germany submitted a proposal without invitation.[\[7\]](./#ref-7 "note 7")[26](26/ "tree and pragmatics")

The winner, decided by the CDA together with independent American consultants, was Project Planning Associates, the same Canadian consultants whose plan for [Dar es Salaam](https://en.wikipedia.org/wiki/Dar_es_Salaam) was seen as inadequate and not responsive enough to the local conditions and needs for Tanzania's largest city.[\[7\]](./#ref-7 "note 7")[27](27/ "tree and pragmatics") Their plan envisaged a city of 400,000 persons by 2000 and 1.3 million by 2020.[\[9\]](./#ref-9 "note 9")[28](28/ "tree and pragmatics")

The official capital since 1996, Dodoma was envisaged as the first non-monumental capital city[\[9\]](./#ref-9 "note 9") as opposed to the monumentality and hierarchy of other planned capital cities such as [Abuja](https://en.wikipedia.org/wiki/Abuja) [corpus](../Abuja/ "in our corpus"), [Yamoussoukro](https://en.wikipedia.org/wiki/Yamoussoukro) [corpus](../Yamoussoukro/ "in our corpus"), [Brasília](https://en.wikipedia.org/wiki/Brasília) [corpus](../Brasília/ "in our corpus") and [Washington, D.C.](https://en.wikipedia.org/wiki/Washington,_D.C.) [corpus](../Washington,_D.C./ "in our corpus") It rejected geometrical forms such as [grid iron](https://en.wikipedia.org/wiki/Grid_plan) and radial plans as inappropriate as the urban form was intended to undulate and curve with the existing topography and not in conflict with it so as to retain its rural [ujamaa](https://en.wikipedia.org/wiki/Ujamaa) feel.[29](29/ "tree and pragmatics") As befitted Tanzania's development at the time, the car was seen as secondary in importance to public transports such as buses which were then utilised by much of the population.[\[9\]](./#ref-9 "note 9")[30](30/ "tree and pragmatics")

In 1974, Dodoma had a population of 40,000 and was chosen as the site of the new capital as opposed to nearby Hombolo or Ihumwa.[31](31/ "tree and pragmatics") The existing population size was not seen as an impediment while existing infrastructure would reduce construction costs.[\[7\]](./#ref-7 "note 7")[32](32/ "tree and pragmatics")

The city, designed over 2,500 acres, was meant to be "the chief village in a nation of villages", built at a human scale meant to be experienced on foot.[\[10\]](./#ref-10 "note 10")[33](33/ "tree and pragmatics") Its basic principles follow the [garden city](https://en.wikipedia.org/wiki/Garden_city_movement) model of a town set amongst a garden with green belts separating segregated zones for residents and industry.[34](34/ "tree and pragmatics")

As part of the move of the government, a capitol complex was envisaged and designs by international teams offered competing visions and versions of the siting and layout of a capitol complex.[35](35/ "tree and pragmatics") These competing proposals, some paid for by foreign governments as a form of aid and others by the firms involved, were presented as early as 1978.[36](36/ "tree and pragmatics")

### 21st century

However, it was not until 2006 that the [Chinese government](https://en.wikipedia.org/wiki/Government_of_China) delivered a finished parliament building in Dodoma.[37](37/ "tree and pragmatics") The final location of the parliament was not in its original intended location in the master plan, with that location now being developed as a site for a [university](https://en.wikipedia.org/wiki/University_of_Dodoma).[\[6\]](./#ref-6 "note 6")[38](38/ "tree and pragmatics")

As much of the initial design never came to fruition over the past 40 years, government offices and embassies have resisted moving offices to Dodoma.[39](39/ "tree and pragmatics") As a result, many government offices remain in [Dar es Salaam](https://en.wikipedia.org/wiki/Dar_es_Salaam), which remains the commercial and the [de facto](https://en.wikipedia.org/wiki/De_facto) capital of Tanzania.[\[11\]](./#ref-11 "note 11")[\[6\]](./#ref-6 "note 6")[40](40/ "tree and pragmatics")

Dodoma was envisaged as a nation-building project to cement a newly post-colonial independence identity and direction in Tanzania, and is similar to projects in [Nigeria](https://en.wikipedia.org/wiki/Nigeria) [corpus](../Nigeria/ "in our corpus") ([Abuja](https://en.wikipedia.org/wiki/Abuja) [corpus](../Abuja/ "in our corpus")), [Côte d'Ivoire](https://en.wikipedia.org/wiki/Côte_d%27Ivoire) ([Yamoussoukro](https://en.wikipedia.org/wiki/Yamoussoukro) [corpus](../Yamoussoukro/ "in our corpus")), [Botswana](https://en.wikipedia.org/wiki/Botswana) [corpus](../Botswana/ "in our corpus") ([Gaborone](https://en.wikipedia.org/wiki/Gaborone) [corpus](../Gaborone/ "in our corpus")), [Malawi](https://en.wikipedia.org/wiki/Malawi) [corpus](../Malawi/ "in our corpus") ([Lilongwe](https://en.wikipedia.org/wiki/Lilongwe) [corpus](../Lilongwe/ "in our corpus")) and [Mauritania](https://en.wikipedia.org/wiki/Mauritania) [corpus](../Mauritania/ "in our corpus") ([Nouakchott](https://en.wikipedia.org/wiki/Nouakchott) [corpus](../Nouakchott/ "in our corpus")).[\[6\]](./#ref-6 "note 6")[41](41/ "tree and pragmatics")

## Demographics

Out of the total population, 199,487 people (48.5 percent) are male while 211,469 people (51.5 percent) are female.[42](42/ "tree and pragmatics") The average household size is 4.4 people.[\[3\]](./#ref-3 "note 3")[43](43/ "tree and pragmatics") The [Roman Catholic Church](https://en.wikipedia.org/wiki/Catholic_Church) reports that 19.2% of the population are [Roman Catholics](https://en.wikipedia.org/wiki/Catholic_Church).[\[12\]](./#ref-12 "note 12")[44](44/ "tree and pragmatics") Dodoma is populated by different ethnic groups because it is a government administrative centre, although the indigenous ethnic groups are the [Gogo](https://en.wikipedia.org/wiki/Gogo_people), [Rangi](https://en.wikipedia.org/wiki/Rangi_people), and [Sandawe](https://en.wikipedia.org/wiki/Sandawe_people).[45](45/ "tree and pragmatics")

The population count as of 2022 was recorded as 3,085,625 in Dodoma region of 41,311 km2, while Dodoma city increased from 410,956 in 2012 to 765,179 in 2022, covering 2,607 km2, or annual rate of 6.4% in ten years.[\[13\]](./#ref-13 "note 13")[46](46/ "tree and pragmatics")

## Climate

Dodoma features a [semi-arid climate](https://en.wikipedia.org/wiki/Semi-arid_climate)[\[14\]](./#ref-14 "note 14") with warm to hot temperatures throughout the year.[47](47/ "tree and pragmatics") While average highs are somewhat consistent throughout the year, average lows dip to 13 °C in July.[48](48/ "tree and pragmatics") Dodoma averages 610 mm of rainfall per year, the vast majority of which occurs during its [wet season](https://en.wikipedia.org/wiki/Wet_season) between December and April.[49](49/ "tree and pragmatics") The remainder of the year comprises the city's dry season.[50](50/ "tree and pragmatics")
