The Federated States of Micronesia (FSM), or simply Micronesia (/ˌmaɪkroʊˈniːʒə/), is an [island country](https://en.wikipedia.org/wiki/Island_country) in [Micronesia](https://en.wikipedia.org/wiki/Micronesia), a region of [Oceania](https://en.wikipedia.org/wiki/Oceania).[1](1/ "tree and pragmatics") The [federation](https://en.wikipedia.org/wiki/Federation) encompasses the majority of the [Caroline Islands](https://en.wikipedia.org/wiki/Caroline_Islands) (excluding [Palau](https://en.wikipedia.org/wiki/Palau) [corpus](../Palau/ "in our corpus")) and consists of four [states](https://en.wikipedia.org/wiki/Administrative_divisions_of_the_Federated_States_of_Micronesia#States)—from west to east: [Yap](https://en.wikipedia.org/wiki/Yap_State), [Chuuk](https://en.wikipedia.org/wiki/Chuuk_State), [Pohnpei](https://en.wikipedia.org/wiki/Pohnpei_State), and [Kosrae](https://en.wikipedia.org/wiki/Kosrae)—that span the western [Pacific](https://en.wikipedia.org/wiki/Pacific) just north of the [equator](https://en.wikipedia.org/wiki/Equator) for a [longitudinal](https://en.wikipedia.org/wiki/Longitude) distance of almost 2700 km.[2](2/ "tree and pragmatics") Together, the states comprise around 607 islands and a combined [land area](https://en.wikipedia.org/wiki/Land_area) of approximately 702 km2.[3](3/ "tree and pragmatics")

The entire island federation lies across the northern Pacific accordingly: northeast of [Indonesia](https://en.wikipedia.org/wiki/Indonesia) [corpus](../Indonesia/ "in our corpus") and [Papua New Guinea](https://en.wikipedia.org/wiki/Papua_New_Guinea) [corpus](../Papua_New_Guinea/ "in our corpus"), south of [Guam](https://en.wikipedia.org/wiki/Guam) and the [Marianas](https://en.wikipedia.org/wiki/Marianas), west of [Nauru](https://en.wikipedia.org/wiki/Nauru) [corpus](../Nauru/ "in our corpus") and the [Marshall Islands](https://en.wikipedia.org/wiki/Marshall_Islands) [corpus](../Marshall_Islands/ "in our corpus"), east of [Palau](https://en.wikipedia.org/wiki/Palau) [corpus](../Palau/ "in our corpus") and the [Philippines](https://en.wikipedia.org/wiki/Philippines) [corpus](../Philippines/ "in our corpus"), about 2900 km north of eastern [Australia](https://en.wikipedia.org/wiki/Australia) [corpus](../Australia/ "in our corpus"), 3,400 km southeast of Japan, and some 4000 km southwest of [Honolulu](https://en.wikipedia.org/wiki/Honolulu) of the [Hawaiian Islands](https://en.wikipedia.org/wiki/Hawaiian_Islands).[4](4/ "tree and pragmatics")

The country's total land area is relatively small, but its waters occupy nearly 3 e6km2 of the [Pacific Ocean](https://en.wikipedia.org/wiki/Pacific_Ocean), giving the country the 14th-largest [exclusive economic zone](https://en.wikipedia.org/wiki/Exclusive_economic_zone) in the world.[\[7\]](page/2/#ref-7 "note 7")[\[8\]](page/2/#ref-8 "note 8")[5](5/ "tree and pragmatics") The nation's capital is [Palikir](https://en.wikipedia.org/wiki/Palikir) [corpus](../Palikir/ "in our corpus"), on [Pohnpei Island](https://en.wikipedia.org/wiki/Pohnpei_Island), and its largest city is [Weno](https://en.wikipedia.org/wiki/Weno), an island municipality in the [Chuuk Lagoon](https://en.wikipedia.org/wiki/Chuuk_Lagoon).[6](6/ "tree and pragmatics")

Each of its four states is centered on one or more main [volcanic islands](https://en.wikipedia.org/wiki/Volcanic_island), and all but Kosrae include numerous outlying [atolls](https://en.wikipedia.org/wiki/Atoll).[7](7/ "tree and pragmatics") The FSM spreads across part of the [Caroline Islands](https://en.wikipedia.org/wiki/Caroline_Islands) in the wider region of [Micronesia](https://en.wikipedia.org/wiki/Micronesia), which region consists of thousands of small islands divided among several countries.[8](8/ "tree and pragmatics") The term Micronesia may refer to the Federated States of Micronesia or to the region as a whole.[9](9/ "tree and pragmatics")

The FSM was a part of the former [Trust Territory of the Pacific Islands](https://en.wikipedia.org/wiki/Trust_Territory_of_the_Pacific_Islands) (TTPI), a [United Nations](https://en.wikipedia.org/wiki/United_Nations) Trust Territory administered by the [United States](https://en.wikipedia.org/wiki/United_States) [corpus](../United_States/ "in our corpus") from 1947 to 1994.[10](10/ "tree and pragmatics") On May 10, 1979, the islands ratified a constitutional government and then became a sovereign state after attaining independence on November 3, 1986—under a [Compact of Free Association](https://en.wikipedia.org/wiki/Compact_of_Free_Association) with the United States.[11](11/ "tree and pragmatics") Other neighboring island entities (also former members of the TTPI) also formed constitutional governments, becoming the [Republic of the Marshall Islands](https://en.wikipedia.org/wiki/Marshall_Islands) [corpus](../Marshall_Islands/ "in our corpus") and the [Republic of Palau](https://en.wikipedia.org/wiki/Palau) [corpus](../Palau/ "in our corpus").[12](12/ "tree and pragmatics") The FSM has a seat in the United Nations and has been a member of the [Pacific Community](https://en.wikipedia.org/wiki/Pacific_Community) since 1983.[13](13/ "tree and pragmatics")

## History

Main article: [History of the Federated States of Micronesia](https://en.wikipedia.org/wiki/History_of_the_Federated_States_of_Micronesia)

### Early settlement and Nan Madol

The ancestors of the [Micronesians](https://en.wikipedia.org/wiki/Micronesians) settled over four thousand years ago.[\[9\]](page/2/#ref-9 "note 9")[14](14/ "tree and pragmatics") A decentralized chieftain-based system eventually evolved into a more centralized economic and religious culture centered on [Yap Island](https://en.wikipedia.org/wiki/Yap_Island).[\[10\]](page/2/#ref-10 "note 10")[15](15/ "tree and pragmatics")

[Nan Madol](https://en.wikipedia.org/wiki/Nan_Madol), a [UNESCO](https://en.wikipedia.org/wiki/UNESCO) [World Heritage Site](https://en.wikipedia.org/wiki/List_of_World_Heritage_Sites_in_The_Federated_States_of_Micronesia), consisting of a series of small [artificial islands](https://en.wikipedia.org/wiki/Artificial_island) linked by a network of canals, is often called the Venice of the Pacific.[16](16/ "tree and pragmatics") It is located on the eastern periphery of the island of Pohnpei and used to be the ceremonial and political seat of the [Saudeleur dynasty](https://en.wikipedia.org/wiki/Saudeleur_dynasty) that united Pohnpei's estimated 25,000 people from about [AD](https://en.wikipedia.org/wiki/Anno_Domini) 500 until 1500 when the centralized system collapsed.[\[10\]](page/2/#ref-10 "note 10")[17](17/ "tree and pragmatics")

### European contact and colonial rule

European explorers—first the [Portuguese](https://en.wikipedia.org/wiki/Portugal) [corpus](../Portugal/ "in our corpus") in search of the [Spice Islands](https://en.wikipedia.org/wiki/Maluku_Islands) ([Indonesia](https://en.wikipedia.org/wiki/Indonesia) [corpus](../Indonesia/ "in our corpus")) and then the [Spanish](https://en.wikipedia.org/wiki/Spanish_Empire)—reached the [Carolines](https://en.wikipedia.org/wiki/Caroline_Islands) in the sixteenth century.[18](18/ "tree and pragmatics") The [Treaty of Tordesillas](https://en.wikipedia.org/wiki/Treaty_of_Tordesillas) gave these lands to [Spain](https://en.wikipedia.org/wiki/Spain) [corpus](../Spain/ "in our corpus") and the Spanish incorporated the archipelago to the [Spanish East Indies](https://en.wikipedia.org/wiki/Spanish_East_Indies) through the capital, [Manila](https://en.wikipedia.org/wiki/Manila) [corpus](../Manila/ "in our corpus"), and in the 19th century established several outposts and missions.[19](19/ "tree and pragmatics") In 1887, they founded the town of Santiago de la Ascensión in what today is [Kolonia](https://en.wikipedia.org/wiki/Kolonia) on the island of Pohnpei.[20](20/ "tree and pragmatics")

In the 1870s, Germany began extending its sphere of influence in the Caroline Islands, leading to the [Carolines Question](https://en.wikipedia.org/wiki/Carolines_Question) of 1885 in which [Pope Leo XIII](https://en.wikipedia.org/wiki/Pope_Leo_XIII) was asked to determine if Germany or Spain had authority over the islands.[21](21/ "tree and pragmatics") The result was a confirmation of Spanish authority over the islands, but Germany would have free access to the islands.[\[11\]](page/2/#ref-11 "note 11")[22](22/ "tree and pragmatics")

Following defeat in the [Spanish–American War](https://en.wikipedia.org/wiki/Spanish–American_War), the Spanish sold the archipelago to [Germany](https://en.wikipedia.org/wiki/German_Empire) in 1899 under the [German–Spanish Treaty of 1899](https://en.wikipedia.org/wiki/German–Spanish_Treaty_%281899%29).[23](23/ "tree and pragmatics") Germany incorporated it into [German New Guinea](https://en.wikipedia.org/wiki/German_New_Guinea).[24](24/ "tree and pragmatics") (A few remote islands, notably [Kapingamarangi](https://en.wikipedia.org/wiki/Kapingamarangi), were not specifically named in the treaty, but this remained unnoticed until the late 1940s and, while acknowledging the historical curiosity in 1949, Spain has made no modern claims to the islands.[\[12\]](page/2/#ref-12 "note 12")[\[13\]](page/2/#ref-13 "note 13"))[25](25/ "tree and pragmatics")

During [World War I](https://en.wikipedia.org/wiki/World_War_I), it was captured by [Japan](https://en.wikipedia.org/wiki/Empire_of_Japan).[26](26/ "tree and pragmatics") Following the war, the [League of Nations](https://en.wikipedia.org/wiki/League_of_Nations) awarded a [mandate](https://en.wikipedia.org/wiki/League_of_Nations_Mandate) for Japan to administer the islands as part of the [South Seas Mandate](https://en.wikipedia.org/wiki/South_Seas_Mandate).[\[14\]](page/2/#ref-14 "note 14")[27](27/ "tree and pragmatics")

### World War II and the aftermath

#### Operation Hailstone

[Truk Lagoon](https://en.wikipedia.org/wiki/Chuuk_Lagoon) served as a significant base for the [Imperial Japanese Navy](https://en.wikipedia.org/wiki/Imperial_Japanese_Navy) during [World War II](https://en.wikipedia.org/wiki/World_War_II).[28](28/ "tree and pragmatics") In February 1944, the [U.S. Navy](https://en.wikipedia.org/wiki/United_States_Navy) launched [Operation Hailstone](https://en.wikipedia.org/wiki/Operation_Hailstone), a massive air and surface attack on Truk Lagoon.[29](29/ "tree and pragmatics") Over two days, U.S. carrier aircraft and surface vessels targeted Japanese warships, merchant vessels, and shore installations, resulting in the sinking of numerous ships and the destruction of hundreds of aircraft.[30](30/ "tree and pragmatics") This operation severely diminished Japan's naval capabilities in the Pacific.[\[15\]](page/2/#ref-15 "note 15")[\[16\]](page/2/#ref-16 "note 16")[31](31/ "tree and pragmatics")

#### U.S. administration under the United Nations

Following World War II, the islands of Micronesia were placed under the administration of the United States as part of the [Trust Territory of the Pacific Islands](https://en.wikipedia.org/wiki/Trust_Territory_of_the_Pacific_Islands).[32](32/ "tree and pragmatics") This arrangement was formalized on 2 April 1947, with the adoption of [United Nations Security Council Resolution 21](https://en.wikipedia.org/wiki/United_Nations_Security_Council_Resolution_21), which approved the terms of [trusteeship](https://en.wikipedia.org/wiki/Trustee) for the Pacific Islands formerly under Japanese mandate.[\[17\]](page/2/#ref-17 "note 17")[\[18\]](page/2/#ref-18 "note 18")[33](33/ "tree and pragmatics")

### Path to independence

On May 10, 1979, four of the Trust Territory districts [ratified](https://en.wikipedia.org/wiki/1978_Trust_Territory_of_the_Pacific_Islands_constitutional_referendum) a new [constitution](https://en.wikipedia.org/wiki/Constitution_of_the_Federated_States_of_Micronesia) to become the Federated States of Micronesia.[34](34/ "tree and pragmatics") [Palau](https://en.wikipedia.org/wiki/Palau) [corpus](../Palau/ "in our corpus"), the [Marshall Islands](https://en.wikipedia.org/wiki/Marshall_Islands) [corpus](../Marshall_Islands/ "in our corpus"), and the [Northern Mariana Islands](https://en.wikipedia.org/wiki/Northern_Mariana_Islands) chose not to participate.[35](35/ "tree and pragmatics") The FSM signed a [Compact of Free Association](https://en.wikipedia.org/wiki/Compact_of_Free_Association) with the United States, which entered into force on November 3, 1986, marking Micronesia's emergence from trusteeship to independence.[36](36/ "tree and pragmatics") Independence was formally concluded under international law in 1990, when the United Nations officially ended the Trusteeship status pursuant to [Security Council Resolution 683](https://en.wikipedia.org/wiki/United_Nations_Security_Council_Resolution_683).[37](37/ "tree and pragmatics") The Compact was renewed in 2004.[\[19\]](page/2/#ref-19 "note 19")[\[14\]](page/2/#ref-14 "note 14")[\[20\]](page/2/#ref-20 "note 20")[38](38/ "tree and pragmatics")

In February 2021, due to a bitter leadership dispute, the Federated States of Micronesia announced it would quit the [Pacific Islands Forum](https://en.wikipedia.org/wiki/Pacific_Islands_Forum) in its formal process of withdrawal.[39](39/ "tree and pragmatics") However, in June 2022, the Suva Agreement was reached and the Federated States of Micronesia agreed to remain in the forum.[\[21\]](page/2/#ref-21 "note 21")[\[14\]](page/2/#ref-14 "note 14")[40](40/ "tree and pragmatics")

## Politics

<!-- .mk -->
Main article: [Politics of the Federated States of Micronesia](https://en.wikipedia.org/wiki/Politics_of_the_Federated_States_of_Micronesia)

The Federated States of Micronesia is governed by the [1979 constitution](https://en.wikipedia.org/wiki/Constitution_of_the_Federated_States_of_Micronesia), which guarantees fundamental human rights and establishes a separation of governmental powers.[41](41/ "tree and pragmatics") This constitution structures the national government to be similar to—but not exactly like—that of the United States.[42](42/ "tree and pragmatics") The unicameral [Congress](https://en.wikipedia.org/wiki/Congress_of_the_Federated_States_of_Micronesia) has fourteen members elected by popular vote.[43](43/ "tree and pragmatics") Four senators—one from each state—serve four-year terms; the remaining ten senators represent single-member districts based on population and serve two-year terms.[44](44/ "tree and pragmatics") Congress elects the [President](https://en.wikipedia.org/wiki/President_of_the_Federated_States_of_Micronesia) and [Vice President](https://en.wikipedia.org/wiki/Vice_President_of_the_Federated_States_of_Micronesia) from among the four state-based senators to serve four-year terms in the executive branch.[45](45/ "tree and pragmatics") Their congressional seats are then filled by special elections.[46](46/ "tree and pragmatics")

An appointed cabinet supports the president and vice president.[47](47/ "tree and pragmatics") There are no formal political parties.[48](48/ "tree and pragmatics")

### Defense and foreign affairs

Further information: [Compact of Free Association](https://en.wikipedia.org/wiki/Compact_of_Free_Association), [Foreign relations of the Federated States of Micronesia](https://en.wikipedia.org/wiki/Foreign_relations_of_the_Federated_States_of_Micronesia)

In international politics, the Federated States of Micronesia has often voted with the United States concerning [United Nations General Assembly](https://en.wikipedia.org/wiki/United_Nations_General_Assembly) resolutions.[\[22\]](page/2/#ref-22 "note 22")[49](49/ "tree and pragmatics")

The FSM is a sovereign, self-governing state in [free association](https://en.wikipedia.org/wiki/Associated_state) with the [United States of America](https://en.wikipedia.org/wiki/United_States) [corpus](../United_States/ "in our corpus"), which is wholly responsible for its defense.[50](50/ "tree and pragmatics") The [FSM National Police](https://en.wikipedia.org/wiki/FSM_National_Police) operates a Maritime Wing Unit.[51](51/ "tree and pragmatics") The Compact of Free Association allows [FSM citizens](https://en.wikipedia.org/wiki/Nationality_law_of_the_Federated_States_of_Micronesia) to join the U.S. military without having to obtain U.S. permanent residency or citizenship,[\[23\]](page/2/#ref-23 "note 23") allows for immigration and employment for Micronesians in the U.S., and establishes economic and technical aid programs.[52](52/ "tree and pragmatics")

The FSM has foreign relations with 56 countries, including the [Holy See](https://en.wikipedia.org/wiki/Holy_See) and the [Sovereign Military Order of Malta](https://en.wikipedia.org/wiki/Sovereign_Military_Order_of_Malta).[\[24\]](page/2/#ref-24 "note 24")[53](53/ "tree and pragmatics") FSM was admitted to the [United Nations](https://en.wikipedia.org/wiki/United_Nations) based on the [Security Council](https://en.wikipedia.org/wiki/United_Nations_Security_Council)'s recommendation on August 9, 1991, in Resolution 703 and the [General Assembly](https://en.wikipedia.org/wiki/United_Nations_General_Assembly)'s approval on September 17, 1991, in Resolution 46/2.[\[25\]](page/2/#ref-25 "note 25")[54](54/ "tree and pragmatics") The FSM was an active member of the [Pacific Islands Forum](https://en.wikipedia.org/wiki/Pacific_Islands_Forum).[\[26\]](page/2/#ref-26 "note 26")[55](55/ "tree and pragmatics") However, in February 2021, FSM announced it would be formally withdrawing from the Forum in a joint statement with [Marshall Islands](https://en.wikipedia.org/wiki/Marshall_Islands) [corpus](../Marshall_Islands/ "in our corpus"), [Kiribati](https://en.wikipedia.org/wiki/Kiribati) [corpus](../Kiribati/ "in our corpus"), and [Nauru](https://en.wikipedia.org/wiki/Nauru) [corpus](../Nauru/ "in our corpus") after a dispute regarding [Henry Puna](https://en.wikipedia.org/wiki/Henry_Puna)'s election as the Forum's secretary-general.[\[27\]](page/2/#ref-27 "note 27")[\[28\]](page/2/#ref-28 "note 28")[56](56/ "tree and pragmatics") In February 2022, following the [Russian invasion of Ukraine](https://en.wikipedia.org/wiki/Russian_invasion_of_Ukraine), FSM severed its diplomatic relations with Russia and called the invasion "unjustified and brutal".[\[29\]](page/2/#ref-29 "note 29")[57](57/ "tree and pragmatics")

Two terrestrial ecoregions lie within the country's borders: [Carolines tropical moist forests](https://en.wikipedia.org/wiki/Carolines_tropical_moist_forests) and [Yap tropical dry forests](https://en.wikipedia.org/wiki/Yap_tropical_dry_forests).[\[39\]](page/2/#ref-39 "note 39")[71](71/ "tree and pragmatics") It had a 2019 [Forest Landscape Integrity Index](https://en.wikipedia.org/wiki/Forest_Landscape_Integrity_Index) mean score of 7.55/10, ranking it 37th globally out of 172 countries.[\[40\]](page/2/#ref-40 "note 40")[72](72/ "tree and pragmatics")

### Biodiversity

The Federated States of Micronesia (FSM) is recognized as a biodiversity hotspot, hosting approximately 3,025 animal species and 1,553 plant species.[\[41\]](page/2/#ref-41 "note 41")[73](73/ "tree and pragmatics") The diversity of terrestrial plants and animals within the FSM varies from east to west due to differences in climate, geology, topography, and geographical isolation.[\[42\]](page/2/#ref-42 "note 42")[\[43\]](page/2/#ref-43 "note 43")[\[44\]](page/2/#ref-44 "note 44")[74](74/ "tree and pragmatics")

Over 457 plant species have been introduced to the islands of the FSM by [early Micronesians](https://en.wikipedia.org/wiki/Micronesians) and subsequent settlers.[\[45\]](page/2/#ref-45 "note 45")[75](75/ "tree and pragmatics") The FSM comprises 607 islands extending 2,900 km across the [Caroline Islands](https://en.wikipedia.org/wiki/Caroline_Islands), with a combined area of 702 km2.[76](76/ "tree and pragmatics") The FSM has 58 [Key Biodiversity Areas](https://en.wikipedia.org/wiki/Key_Biodiversity_Area).[\[45\]](page/2/#ref-45 "note 45")[77](77/ "tree and pragmatics")
