## Infrastructure

The central area of Maputo is a planned city with square blocks and wide avenues, with Portuguese traces and their typical architecture of the 1970s.[81](../../81/ "tree and pragmatics") After the [Carnation Revolution](https://en.wikipedia.org/wiki/Carnation_Revolution) (1974) military coup in [Lisbon](https://en.wikipedia.org/wiki/Lisbon) [corpus](../../../Lisbon/ "in our corpus"), Portuguese refugees fled in massive numbers close to the date of independence (1975), and the resultant lack of skills and capital, in the context of a fierce civil war and government mismanagement, contributed to its state of dereliction in the years following these events.[82](../../82/ "tree and pragmatics")

Recovery of the older infrastructure has been slow and most property developers in recent years have decided to invest in the construction of new properties rather than rehabilitating any of the existing ones.[83](../../83/ "tree and pragmatics") The rates for property in the city are high as investment increases, larger numbers of businesses are hoping to locate within easy reach of the airports, banks and other facilities.[84](../../84/ "tree and pragmatics")

Maputo faces many challenges, such as poor transport and drainage infrastructure, which have profound implications on people's livelihoods, particularly in informal settlements.[85](../../85/ "tree and pragmatics") Inadequate planning regulation and law enforcement, as well as perceived corruption in government processes, lack of communication across government departments and lack of concern or government coordination with respect to building codes are major impediments to progressing the development of Maputo's infrastructure, according to the [Climate & Development Knowledge Network](https://en.wikipedia.org/wiki/Climate_&_Development_Knowledge_Network).[\[37\]](../../page/3/#ref-37 "note 37")[86](../../86/ "tree and pragmatics")

As a coastal city, Maputo is particularly vulnerable to the impacts of sea level rise, and population growth is putting increasing pressure on the coastal areas.[\[38\]](../../page/3/#ref-38 "note 38")[87](../../87/ "tree and pragmatics")

### PROMAPUTO

In 2007, the municipality of Maputo began a project to seriously consider rehabilitating the city's infrastructure.[88](../../88/ "tree and pragmatics") PROMAPUTO was a project that began as co-operation between the local city council and the [International Development Association](https://en.wikipedia.org/wiki/International_Development_Association) (IDA) of the [World Bank](https://en.wikipedia.org/wiki/World_Bank).[89](../../89/ "tree and pragmatics") The first phase (PROMAPUTO1) took place between 2007 and 2010 and was chiefly concerned with developing the systems, knowledge and planning required to support the gradual overhaul of the infrastructure.[90](../../90/ "tree and pragmatics") The project was broken into several key areas and a budget allocated to each of these, namely: Institutional Development, Financial Sustainability, Urban Planning, Urban Infrastructure Investment and Maintenance, Metropolitan Development (services such as waste collection and disposal).[91](../../91/ "tree and pragmatics") The total financial allocation for this phase was US$30 million.[92](../../92/ "tree and pragmatics") Little was done, however.[93](../../93/ "tree and pragmatics")

In 2011, PROMAPUTO2, the second phase of the project began.[94](../../94/ "tree and pragmatics") This phase was to last until 2015 and a total of US$105 million was spent.[95](../../95/ "tree and pragmatics") The plan called for an IT systems, Integrated Financial Management Information System (IFMIS) together with [Geographic Information System](https://en.wikipedia.org/wiki/Geographic_Information_System) ([GIS](https://en.wikipedia.org/wiki/GIS)).[96](../../96/ "tree and pragmatics") These systems would supposedly help the municipality control its budgets and manage tenders, while the GIS would allow for precise information about land location and titling to be kept.[97](../../97/ "tree and pragmatics") Several roads should have been expanded and improved and the Avenida Julius Nyerere finally completed.[98](../../98/ "tree and pragmatics") Financial sustainability for the project was to be guaranteed through the improved collection of property tax (IPRA).[99](../../99/ "tree and pragmatics") The project also coincided with the recent overhaul of the Road Safety and Traffic Regulations (final completion 2020) which was an antiquated system that had not seen changes since the 1950s.[100](../../100/ "tree and pragmatics") Amongst the new regulations, heavy penalties and fines would now apply to many detrimental actions done by automobiles, such as pollution, loud noises, and illegal maneuvers.[101](../../101/ "tree and pragmatics")

### Building projects

In spite of its previous instability, Mozambique is experiencing one of the fastest growth rates for a developing country in the world.[\[39\]](../../page/3/#ref-39 "note 39")[102](../../102/ "tree and pragmatics") The projected growth rate for 2011 is expected to be around 7.5%, some of it centered on the construction of several capital intensive projects in Maputo.[103](../../103/ "tree and pragmatics") Some of the more notable developments include Edificio 24, a mixed-use development that will be located at the center of the city along Avenida 24 Julho and Avenida Salvador Allende.[104](../../104/ "tree and pragmatics") The Maputo Business Tower is a modern 19-story building.[\[40\]](../../page/3/#ref-40 "note 40")[105](../../105/ "tree and pragmatics") The Radisson Blu corporation has constructed a 22-story hotel with 256 rooms in one of the city's trendiest spots on the marginal along the beach.[106](../../106/ "tree and pragmatics") A 15-story building for the second largest telecommunication company in the country, [Vodacom](https://en.wikipedia.org/wiki/Vodacom), was projected to be completed in 2010.[107](../../107/ "tree and pragmatics") The regeneration of the Maputo waterfront is an urban regeneration project that is being developed at site of the former annual industrial fair grounds (FACIM).[108](../../108/ "tree and pragmatics")

### Rehabilitation projects

In February 2011, president [Armando Guebuza](https://en.wikipedia.org/wiki/Armando_Guebuza) announced that the [Vila Algarve](https://en.wikipedia.org/wiki/Vila_Algarve) would be restored to its former condition and the building transformed into a museum for the veterans of the civil war.[109](../../109/ "tree and pragmatics") The Vila Algarve belonged to the [International and State Defence Police (PIDE)](https://en.wikipedia.org/wiki/PIDE) during colonial rule.[110](../../110/ "tree and pragmatics") It was where political prisoners and others accused of conspiring to harm the regime were taken for interrogation and torture.[111](../../111/ "tree and pragmatics") There are claims that several individuals were executed in the building.[112](../../112/ "tree and pragmatics") No dates have been released on when the renovation is to commence.[113](../../113/ "tree and pragmatics") The building has changed ownership several times and has been an off-on residence for squatters.[114](../../114/ "tree and pragmatics")

### Sports facilities

Maputo hosted the [2011 All-Africa Games](https://en.wikipedia.org/wiki/2011_All-Africa_Games).[115](../../115/ "tree and pragmatics") The main stadium [Estádio do Zimpeto](https://en.wikipedia.org/wiki/Estádio_do_Zimpeto) was built in [Zimpeto](https://en.wikipedia.org/wiki/Zimpeto) for the Games that also hosted the football and athletics competitions.[116](../../116/ "tree and pragmatics") The [Zimpeto Olympic Pool](https://en.wikipedia.org/wiki/Zimpeto_Olympic_Pool) for swimming was also built for these Games.[117](../../117/ "tree and pragmatics") Other venues in Zimpeto for the Games were the [Pavilhão do Zimpeto](https://en.wikipedia.org/wiki/Pavilhão_do_Zimpeto) for basketball and [Courts do Zimpeto](https://en.wikipedia.org/wiki/Courts_do_Zimpeto) for tennis.[\[41\]](../../page/3/#ref-41 "note 41")[118](../../118/ "tree and pragmatics")

Maputo has a number of stadiums designed for football, which can be modified for other purposes, such as the new [Estádio do Zimpeto](https://en.wikipedia.org/wiki/Estádio_do_Zimpeto), [Estádio do Maxaquene](https://en.wikipedia.org/wiki/Estádio_do_Maxaquene) and the [Estádio do Costa do Sol](https://en.wikipedia.org/wiki/Estádio_do_Costa_do_Sol) which can seat 32,000, 15,000 and 10,000 people respectively.[119](../../119/ "tree and pragmatics") The largest stadium in the Metropolitan Area is, however, the [Estádio da Machava](https://en.wikipedia.org/wiki/Estádio_da_Machava) (opened as Estádio Salazar), located in neighbouring [Matola](https://en.wikipedia.org/wiki/Matola) municipality.[120](../../120/ "tree and pragmatics") It opened in 1968, in Machava and was at the time the most advanced in the country conforming to standards set by [FIFA](https://en.wikipedia.org/wiki/FIFA) and the [Union Cycliste Internationale](https://en.wikipedia.org/wiki/Union_Cycliste_Internationale) (UCI).[121](../../121/ "tree and pragmatics") The cycling track could be adjusted to allow for 20,000 more seats.[\[42\]](../../page/3/#ref-42 "note 42")[122](../../122/ "tree and pragmatics") It was the site where [Portugal](https://en.wikipedia.org/wiki/Portugal) [corpus](../../../Portugal/ "in our corpus") officially handed over the country to [Samora Machel](https://en.wikipedia.org/wiki/Samora_Machel) and [FRELIMO](https://en.wikipedia.org/wiki/FRELIMO) on 25 June 1975.[\[43\]](../../page/3/#ref-43 "note 43")[123](../../123/ "tree and pragmatics") In 2005, the [Birmingham](https://en.wikipedia.org/wiki/Birmingham) based [reggae](https://en.wikipedia.org/wiki/Reggae) group [UB40](https://en.wikipedia.org/wiki/UB40) held a one-night-only concert in the stadium filled to maximum capacity.[124](../../124/ "tree and pragmatics") A newer stadium called the Estádio do Zimpeto which is located in the suburb of Zimpeto will be opened in 2011.[125](../../125/ "tree and pragmatics") The stadium will be built in time for the [2011 All-Africa Games](https://en.wikipedia.org/wiki/2011_All-Africa_Games) with a capacity for 42,000 spectators.[126](../../126/ "tree and pragmatics") A smaller football stadium, Estádio Mahafil, holds 4,000 people.[127](../../127/ "tree and pragmatics")

Beginning in the 1950s, motorsport was introduced to the city.[128](../../128/ "tree and pragmatics") At first race cars would compete in areas around the city, Polana and along the marginal but as funding and interest increased, a dedicated race track was built in the Costa Do Sol area along and behind the marginal with the ocean to the east with a length of 1.5 km.[129](../../129/ "tree and pragmatics") The initial surface of the new track, named Autódromo de Lourenço Marques did not provide enough grip and a crash in the late 1960s killed eight people and injured many more.[130](../../130/ "tree and pragmatics") Therefore, in 1970, the track was renovated and the surface changed to meet the safety requirements that were needed at large events with many spectators.[131](../../131/ "tree and pragmatics") The length then increased to 3909 km.[132](../../132/ "tree and pragmatics") The city became host to several international and local events beginning with the inauguration on 26 November 1970.[\[44\]](../../page/3/#ref-44 "note 44")[133](../../133/ "tree and pragmatics") The track was abandoned after 1975 and events only occurred sporadically such as in 1981 when the government allowed the sport again.[134](../../134/ "tree and pragmatics") Since 2000, interest has been rekindled by the Automovel & Touring Club de Moçambique (ATCM) and several events including go-carting, drag racing and motocross are planned.[135](../../135/ "tree and pragmatics")

The city's main basketball arena is the [Pavilhão do Maxaquene](https://en.wikipedia.org/wiki/Pavilhão_do_Maxaquene) which holds up to 3,500 people.[136](../../136/ "tree and pragmatics") It is home to [Ferroviário de Maputo](https://en.wikipedia.org/wiki/Ferroviário_de_Maputo_%28basketball%29) which competes in the [Basketball Africa League](https://en.wikipedia.org/wiki/Basketball_Africa_League) and the [Mozambican Basketball League](https://en.wikipedia.org/wiki/Mozambican_Basketball_League).[137](../../137/ "tree and pragmatics")

### Street names

The street names were changed after independence in 1975.[138](../../138/ "tree and pragmatics") Close ties with the [Eastern Bloc](https://en.wikipedia.org/wiki/Eastern_Bloc) highly influenced the new names that were chosen as did removal of names referring to colonial era figures.[139](../../139/ "tree and pragmatics")
