Coral cliffs surround Nauru's central plateau.[92](../../92/ "tree and pragmatics") The highest point of the plateau, [Command Ridge](https://en.wikipedia.org/wiki/Command_Ridge), is 71 m above sea level.[\[82\]](../../page/3/#ref-82 "note 82")[93](../../93/ "tree and pragmatics")

The only fertile areas on Nauru are on the narrow coastal belt, where [coconut](https://en.wikipedia.org/wiki/Coconut) palms flourish.[94](../../94/ "tree and pragmatics") The land around [Buada Lagoon](https://en.wikipedia.org/wiki/Buada_Lagoon) supports [bananas](https://en.wikipedia.org/wiki/Banana), [pineapples](https://en.wikipedia.org/wiki/Pineapple), [vegetables](https://en.wikipedia.org/wiki/Vegetable), [pandanus trees](https://en.wikipedia.org/wiki/Pandanus_tectorius), and indigenous [hardwoods](https://en.wikipedia.org/wiki/Hardwood), such as the [tamanu tree](https://en.wikipedia.org/wiki/Calophyllum_inophyllum).[\[6\]](../../page/3/#ref-6 "note 6")[95](../../95/ "tree and pragmatics")

Nauru was one of three great phosphate rock islands in the Pacific Ocean, along with [Banaba (Ocean Island)](https://en.wikipedia.org/wiki/Banaba), in Kiribati, and [Makatea](https://en.wikipedia.org/wiki/Makatea), in [French Polynesia](https://en.wikipedia.org/wiki/French_Polynesia).[96](../../96/ "tree and pragmatics") The phosphate reserves on Nauru are now almost entirely depleted.[97](../../97/ "tree and pragmatics") Phosphate mining in the central plateau has left a barren terrain of jagged limestone pinnacles up to 15 m high.[98](../../98/ "tree and pragmatics") Mining has stripped and devastated about 80 per cent of Nauru's land area, leaving it uninhabitable,[\[76\]](../../page/3/#ref-76 "note 76") and has also affected the surrounding [exclusive economic zone](https://en.wikipedia.org/wiki/Exclusive_economic_zone); Forty per cent of marine life is estimated to have been killed by [silt](https://en.wikipedia.org/wiki/Silt) and phosphate runoff.[\[6\]](../../page/3/#ref-6 "note 6")[\[83\]](../../page/3/#ref-83 "note 83")[99](../../99/ "tree and pragmatics")

The island has no rivers.[\[84\]](../../page/3/#ref-84 "note 84")[100](../../100/ "tree and pragmatics")

### Climate

Nauru's climate is hot and very humid year-round because of its proximity to the equator and the ocean.[101](../../101/ "tree and pragmatics") Nauru is hit by [monsoon](https://en.wikipedia.org/wiki/Monsoon) rains between November and February.[102](../../102/ "tree and pragmatics") Annual rainfall is highly variable and is influenced by the [El Niño–Southern Oscillation](https://en.wikipedia.org/wiki/El_Niño–Southern_Oscillation), with several significant recorded droughts.[\[35\]](../../page/3/#ref-35 "note 35")[\[85\]](../../page/3/#ref-85 "note 85")[103](../../103/ "tree and pragmatics") The temperature on Nauru ranges between 30 and 35 C during the day and is stable at about 25 C at night.[\[86\]](../../page/3/#ref-86 "note 86")[104](../../104/ "tree and pragmatics")

Streams and rivers do not exist in Nauru.[105](../../105/ "tree and pragmatics") Water is gathered from roof catchment systems or brought to Nauru as ballast on ships returning for loads of phosphate.[\[87\]](../../page/3/#ref-87 "note 87")[106](../../106/ "tree and pragmatics")

Fauna is sparse on the island because of a lack of vegetation and the consequences of phosphate mining.[107](../../107/ "tree and pragmatics") Many [indigenous birds](https://en.wikipedia.org/wiki/List_of_birds_of_Nauru) have disappeared or become rare owing to the destruction of their habitat.[\[88\]](../../page/3/#ref-88 "note 88")[108](../../108/ "tree and pragmatics") There are about 60 recorded [vascular plant](https://en.wikipedia.org/wiki/Vascular_plant) species native to the island, none of which are [endemic](https://en.wikipedia.org/wiki/Endemic).[109](../../109/ "tree and pragmatics") Coconut farming, mining, and introduced species have seriously disturbed the native vegetation.[\[35\]](../../page/3/#ref-35 "note 35")[110](../../110/ "tree and pragmatics")

Although it has no native land [mammals](https://en.wikipedia.org/wiki/Mammal), Nauru does have native [insects](https://en.wikipedia.org/wiki/Insect), [land crabs](https://en.wikipedia.org/wiki/Land_crabs), and [birds](https://en.wikipedia.org/wiki/Bird), including the endemic [Nauru reed warbler](https://en.wikipedia.org/wiki/Nauru_reed_warbler).[111](../../111/ "tree and pragmatics") The [Polynesian rat](https://en.wikipedia.org/wiki/Polynesian_rat), cats, dogs, pigs, and chickens have been [introduced to Nauru from ships](https://en.wikipedia.org/wiki/History_of_navigation).[\[89\]](../../page/3/#ref-89 "note 89")[112](../../112/ "tree and pragmatics")

The president of Nauru is [David Adeang](https://en.wikipedia.org/wiki/David_Adeang), who heads a [19-member unicameral parliament](https://en.wikipedia.org/wiki/Parliament_of_Nauru).[113](../../113/ "tree and pragmatics") The country is a member of the United Nations, the Commonwealth of Nations, and the [Asian Development Bank](https://en.wikipedia.org/wiki/Asian_Development_Bank).[114](../../114/ "tree and pragmatics") Nauru also participates in the [Commonwealth](https://en.wikipedia.org/wiki/Commonwealth_Games) and [Olympic Games](https://en.wikipedia.org/wiki/Olympic_Games).[115](../../115/ "tree and pragmatics") Recently, Nauru became a member country of the [International Renewable Energy Agency](https://en.wikipedia.org/wiki/International_Renewable_Energy_Agency) (IRENA).[116](../../116/ "tree and pragmatics") The Republic of Nauru became the 189th member of the [International Monetary Fund](https://en.wikipedia.org/wiki/International_Monetary_Fund) in April 2016.[117](../../117/ "tree and pragmatics")

Nauru is a republic with a [parliamentary system](https://en.wikipedia.org/wiki/Parliamentary_system) of government.[\[74\]](../../page/3/#ref-74 "note 74")[118](../../118/ "tree and pragmatics") The president is both [head of state](https://en.wikipedia.org/wiki/Head_of_state) and [head of government](https://en.wikipedia.org/wiki/Head_of_government) and is dependent on parliamentary confidence to remain president.[119](../../119/ "tree and pragmatics") All 19 parliament seats are elected every three years.[\[90\]](../../page/3/#ref-90 "note 90")[120](../../120/ "tree and pragmatics")

The parliament elects the president from its members, and the president appoints a [cabinet](https://en.wikipedia.org/wiki/Cabinet_of_Nauru) of five to six members.[\[91\]](../../page/3/#ref-91 "note 91")[121](../../121/ "tree and pragmatics") As a result of a [referendum in 2021](https://en.wikipedia.org/wiki/2021_Nauruan_constitutional_referendum), [naturalised](https://en.wikipedia.org/wiki/Naturalised) citizens and their descendants are barred from becoming parliamentarians.[\[92\]](../../page/3/#ref-92 "note 92")[122](../../122/ "tree and pragmatics")

Nauru lacks any formal structure for political parties, and candidates typically stand for office as independents; 15 of the 19 members of the current parliament are independents.[123](../../123/ "tree and pragmatics") The four parties that have currently been active in Nauruan politics are the Nauru Party, the [Democratic Party](https://en.wikipedia.org/wiki/Democratic_Party_of_Nauru), the [Nauru First](https://en.wikipedia.org/wiki/Nauru_First) party, and the [Centre Party](https://en.wikipedia.org/wiki/Centre_Party_%28Nauru%29).[124](../../124/ "tree and pragmatics") Alliances within the government are often formed, however, based on [extended family ties rather than party affiliation](https://en.wikipedia.org/wiki/Nepotism).[\[93\]](../../page/3/#ref-93 "note 93")[125](../../125/ "tree and pragmatics")

From 1992 to 1999, Nauru had a local government system known as the Nauru Island Council (NIC).[\[94\]](../../page/3/#ref-94 "note 94")[126](../../126/ "tree and pragmatics") It was a successor to the [Nauru Local Government Council](https://en.wikipedia.org/wiki/Nauru_Local_Government_Council), established in 1951.[\[95\]](../../page/3/#ref-95 "note 95")[127](../../127/ "tree and pragmatics") This nine-member council was designed to provide municipal services.[128](../../128/ "tree and pragmatics") The NIC was dissolved in 1999 and all assets and liabilities became vested in the national government.[\[94\]](../../page/3/#ref-94 "note 94")[129](../../129/ "tree and pragmatics") [Land tenure](https://en.wikipedia.org/wiki/Land_tenure) on Nauru is unusual: all Nauruans have certain rights to all land on the island, which is owned by individuals and family groups.[130](../../130/ "tree and pragmatics") Government and corporate entities do not own any land, and they must enter into a lease arrangement with landowners to use land.[131](../../131/ "tree and pragmatics") Non-Nauruans cannot own land on the island.[\[35\]](../../page/3/#ref-35 "note 35")[132](../../132/ "tree and pragmatics")

Nauru's [Supreme Court](https://en.wikipedia.org/wiki/Supreme_Court_of_Nauru), headed by the Chief Justice, is paramount on [constitutional issues](https://en.wikipedia.org/wiki/Constitution_of_Nauru).[133](../../133/ "tree and pragmatics") Other cases can be appealed to the [two-judge Appellate Court](https://en.wikipedia.org/wiki/Nauru_Court_of_Appeal).[134](../../134/ "tree and pragmatics") Parliament cannot overturn court decisions.[135](../../135/ "tree and pragmatics") Historically, Appellate Court rulings could be appealed to the [High Court of Australia](https://en.wikipedia.org/wiki/High_Court_of_Australia),[\[96\]](../../page/3/#ref-96 "note 96")[\[97\]](../../page/3/#ref-97 "note 97") though this happened only rarely and the Australian court's appellate jurisdiction ended entirely on 12 March 2018 after the Government of Nauru unilaterally ended the arrangement.[\[98\]](../../page/3/#ref-98 "note 98")[\[99\]](../../page/3/#ref-99 "note 99")[\[100\]](../../page/3/#ref-100 "note 100")[136](../../136/ "tree and pragmatics") Lower courts consist of the District Court and the Family Court, both of which are headed by a Resident Magistrate, who also is the Registrar of the Supreme Court.[137](../../137/ "tree and pragmatics") There are two other quasi-courts: the Public Service Appeal Board and the Police Appeal Board, both of which are presided over by the Chief Justice.[\[6\]](../../page/3/#ref-6 "note 6")[138](../../138/ "tree and pragmatics")

### Foreign relations

Following independence in 1968, Nauru joined the [Commonwealth of Nations](https://en.wikipedia.org/wiki/Commonwealth_of_Nations) as a Special Member; it became a full member in 1999.[\[101\]](../../page/3/#ref-101 "note 101")[139](../../139/ "tree and pragmatics") The country was admitted to the [Asian Development Bank](https://en.wikipedia.org/wiki/Asian_Development_Bank) in 1991 and the United Nations in 1999.[\[102\]](../../page/3/#ref-102 "note 102")[140](../../140/ "tree and pragmatics") Nauru is a member of the [South Pacific Regional Environment Programme](https://en.wikipedia.org/wiki/South_Pacific_Regional_Environment_Programme), the [Pacific Community](https://en.wikipedia.org/wiki/Pacific_Community), and the [South Pacific Applied Geoscience Commission](https://en.wikipedia.org/wiki/South_Pacific_Applied_Geoscience_Commission).[\[103\]](../../page/3/#ref-103 "note 103")[141](../../141/ "tree and pragmatics") In February 2021, Nauru announced it would be formally withdrawing from the [Pacific Islands Forum](https://en.wikipedia.org/wiki/Pacific_Islands_Forum) in a joint statement with Marshall Islands, Kiribati, and the Federated States of Micronesia after a dispute regarding [Henry Puna](https://en.wikipedia.org/wiki/Henry_Puna)'s election as the Forum's secretary-general.[\[104\]](../../page/3/#ref-104 "note 104")[\[105\]](../../page/3/#ref-105 "note 105")[142](../../142/ "tree and pragmatics")

Nauru has [no armed forces](https://en.wikipedia.org/wiki/List_of_countries_without_armed_forces), although a small [police force](https://en.wikipedia.org/wiki/Nauru_Police_Force) operates under civilian control.[\[5\]](../../page/3/#ref-5 "note 5")[143](../../143/ "tree and pragmatics") Australia is responsible for Nauru's defence under an informal agreement between the two countries.[\[5\]](../../page/3/#ref-5 "note 5")[144](../../144/ "tree and pragmatics") The September 2005 [memorandum of understanding](https://en.wikipedia.org/wiki/Memorandum_of_understanding) between Australia and Nauru provides the latter with financial aid and technical assistance, including a Secretary of Finance to prepare the budget, and advisers on health and education.[145](../../145/ "tree and pragmatics") This aid is in return for Nauru's housing of asylum seekers while their applications for entry into Australia are processed.[\[106\]](../../page/3/#ref-106 "note 106")[146](../../146/ "tree and pragmatics") Nauru uses the Australian dollar as its official currency.[\[6\]](../../page/3/#ref-6 "note 6")[147](../../147/ "tree and pragmatics")

Nauru has used its position as a member of the United Nations to gain financial support from both [Taiwan](https://en.wikipedia.org/wiki/Taiwan) [corpus](../../../Taiwan/ "in our corpus") (officially the Republic of [China](https://en.wikipedia.org/wiki/China) [corpus](../../../China/ "in our corpus") or ROC) and China (officially the People's Republic of China or PRC) by changing its recognition from one to the other under the [One-China policy](https://en.wikipedia.org/wiki/One-China_policy).[148](../../148/ "tree and pragmatics") On 21 July 2002, [Nauru signed an agreement to establish diplomatic relations with the PRC](https://en.wikipedia.org/wiki/China–Nauru_relations), accepting [US$](https://en.wikipedia.org/wiki/US$)130 million from the PRC for this action[\[107\]](../../page/3/#ref-107 "note 107") (US$ in).[149](../../149/ "tree and pragmatics") In response, the [ROC severed diplomatic relations with Nauru](https://en.wikipedia.org/wiki/Nauru–Taiwan_relations) two days later.[150](../../150/ "tree and pragmatics") Nauru later re-established links with the ROC on 14 May 2005,[\[108\]](../../page/3/#ref-108 "note 108") and diplomatic ties with the PRC were officially severed on 31 May 2005.[\[109\]](../../page/3/#ref-109 "note 109")[151](../../151/ "tree and pragmatics") On 15 January 2024, Nauru severed ties with the ROC and re-established diplomatic ties with the PRC.[\[110\]](../../page/3/#ref-110 "note 110")[152](../../152/ "tree and pragmatics")

In 2008, [Nauru recognised Kosovo as an independent country](https://en.wikipedia.org/wiki/International_recognition_of_Kosovo), and in 2009 Nauru became the fourth country, after [Russia](https://en.wikipedia.org/wiki/Russia) [corpus](../../../Russia/ "in our corpus"), [Nicaragua](https://en.wikipedia.org/wiki/Nicaragua) [corpus](../../../Nicaragua/ "in our corpus"), and [Venezuela](https://en.wikipedia.org/wiki/Venezuela) [corpus](../../../Venezuela/ "in our corpus"), to recognise [Abkhazia](https://en.wikipedia.org/wiki/Abkhazia) [corpus](../../../Abkhazia/ "in our corpus") and [South Ossetia](https://en.wikipedia.org/wiki/South_Ossetia) [corpus](../../../South_Ossetia/ "in our corpus"), two breakaway autonomous republics of [Georgia](https://en.wikipedia.org/wiki/Georgia_%28country%29).[153](../../153/ "tree and pragmatics") Russia was reported to be giving Nauru US$50 million in humanitarian aid as a result of this recognition[\[107\]](../../page/3/#ref-107 "note 107") (US$ in).[154](../../154/ "tree and pragmatics") On 15 July 2008, the Nauruan government announced a port refurbishment programme, financed with US$9 million of development aid received from Russia (US$ in).[155](../../155/ "tree and pragmatics") The Nauru government claimed this aid is not related to its recognition of Abkhazia and South Ossetia.[\[111\]](../../page/3/#ref-111 "note 111")[156](../../156/ "tree and pragmatics") On 30 July 2026, however, the government of Naoero (as Nauru had become) withdrew its recognition of Abkhazia and South Ossetia.[\[112\]](../../page/3/#ref-112 "note 112")[157](../../157/ "tree and pragmatics")

The US [Atmospheric Radiation Measurement](https://en.wikipedia.org/wiki/Atmospheric_Radiation_Measurement) program operates a climate-monitoring facility on the island.[\[113\]](../../page/3/#ref-113 "note 113")[158](../../158/ "tree and pragmatics")

A significant portion of Nauru's income has been in the form of aid from Australia.[159](../../159/ "tree and pragmatics") In 2001, the [MV Tampa](https://en.wikipedia.org/wiki/MV_Tampa), a [Norwegian](https://en.wikipedia.org/wiki/Norway) [corpus](../../../Norway/ "in our corpus") ship that had rescued 438 refugees from a stranded boat, was seeking to dock in Australia.[160](../../160/ "tree and pragmatics") In what became known as [the Tampa affair](https://en.wikipedia.org/wiki/Tampa_affair), the ship was refused entry and boarded by [Australian troops](https://en.wikipedia.org/wiki/Australian_troops).[161](../../161/ "tree and pragmatics") The refugees were eventually taken to Nauru to be held in detention facilities which later became part of the [Howard government](https://en.wikipedia.org/wiki/Howard_government)'s [Pacific Solution](https://en.wikipedia.org/wiki/Pacific_Solution).[162](../../162/ "tree and pragmatics") Nauru operated two detention centres known as State House and Topside for these refugees in exchange for Australian aid.[\[114\]](../../page/3/#ref-114 "note 114")[163](../../163/ "tree and pragmatics") By November 2005, only two refugees remained on Nauru from those first sent there in 2001.[\[115\]](../../page/3/#ref-115 "note 115")[164](../../164/ "tree and pragmatics") The Australian government sent further groups of asylum-seekers to Nauru in late 2006 and early 2007.[\[116\]](../../page/3/#ref-116 "note 116")[165](../../165/ "tree and pragmatics") The refugee centre was closed in 2008,[\[6\]](../../page/3/#ref-6 "note 6") but, following the Australian government's re-adoption of the Pacific Solution in August 2012, it has re-opened it.[\[117\]](../../page/3/#ref-117 "note 117")[166](../../166/ "tree and pragmatics") [Amnesty International](https://en.wikipedia.org/wiki/Amnesty_International) has since described the conditions of the refugees of war living in Nauru as a "horror",[\[118\]](../../page/3/#ref-118 "note 118")[\[119\]](../../page/3/#ref-119 "note 119") with reports of children as young as eight attempting [suicide](https://en.wikipedia.org/wiki/Suicide) and engaging in acts of self-harm.[\[120\]](../../page/3/#ref-120 "note 120")[167](../../167/ "tree and pragmatics") In 2018, the situation gained attention as a "mental health crisis", with an estimated thirty children suffering from traumatic withdrawal syndrome, also known as [resignation syndrome](https://en.wikipedia.org/wiki/Resignation_syndrome).[\[120\]](../../page/3/#ref-120 "note 120")[\[121\]](../../page/3/#ref-121 "note 121")[168](../../168/ "tree and pragmatics") A few dozen refugees were being held there as of 2024.[\[122\]](../../page/3/#ref-122 "note 122")[169](../../169/ "tree and pragmatics")

### Administrative divisions

Before a resurgence in the 2010s, the Nauruan economy was strongest in the 1970s, with [GDP](https://en.wikipedia.org/wiki/GDP) peaking in 1981.[\[123\]](../../page/3/#ref-123 "note 123")[\[124\]](../../page/3/#ref-124 "note 124")[190](../../190/ "tree and pragmatics") This trend came from phosphate mining, which accounted for a majority of its economic output.[191](../../191/ "tree and pragmatics") Mining declined starting in the early 1980s.[\[125\]](../../page/3/#ref-125 "note 125")[\[126\]](../../page/3/#ref-126 "note 126")[192](../../192/ "tree and pragmatics") There are few other resources, and most necessities are imported.[\[6\]](../../page/3/#ref-6 "note 6")[\[127\]](../../page/3/#ref-127 "note 127")[193](../../193/ "tree and pragmatics") Small-scale mining is still conducted by RONPhos, formerly known as the Nauru Phosphate Corporation.[\[6\]](../../page/3/#ref-6 "note 6")[194](../../194/ "tree and pragmatics") The government places a percentage of RONPhos's earnings into the [Nauru Phosphate Royalties Trust](https://en.wikipedia.org/wiki/Nauru_Phosphate_Royalties_Trust).[195](../../195/ "tree and pragmatics") The trust manages long-term investments, which were intended to support the citizens after the phosphate reserves were exhausted.[\[128\]](../../page/3/#ref-128 "note 128")[196](../../196/ "tree and pragmatics")

Because of mismanagement, the trust's fixed and [current assets](https://en.wikipedia.org/wiki/Current_asset) were reduced considerably and may never fully recover.[197](../../197/ "tree and pragmatics") The failed investments included financing [Leonardo the Musical](https://en.wikipedia.org/wiki/Leonardo_the_Musical) in 1993.[\[129\]](../../page/3/#ref-129 "note 129")[198](../../198/ "tree and pragmatics") The Mercure Hotel in [Sydney](https://en.wikipedia.org/wiki/Sydney), Australia,[\[130\]](../../page/3/#ref-130 "note 130") and [Nauru House](https://en.wikipedia.org/wiki/Nauru_House) in [Melbourne](https://en.wikipedia.org/wiki/Melbourne), Australia, were sold in 2004 to finance debts and [Air Nauru](https://en.wikipedia.org/wiki/Air_Nauru)'s only Boeing 737 was repossessed in December 2005.[199](../../199/ "tree and pragmatics") Normal air service resumed after the aircraft was replaced with a [Boeing 737-300](https://en.wikipedia.org/wiki/Boeing_737-300) airliner in June 2006.[\[131\]](../../page/3/#ref-131 "note 131")[200](../../200/ "tree and pragmatics") In 2005, the corporation sold its remaining real estate in Melbourne, the vacant Savoy Tavern site, for A$7.5 million (US$ in).[\[132\]](../../page/3/#ref-132 "note 132")[201](../../201/ "tree and pragmatics")

The value of the trust is estimated to have shrunk from A$1.3 billion in 1991 to A$138 million in 2002 (A$ to A$ in dollars).[\[133\]](../../page/3/#ref-133 "note 133")[202](../../202/ "tree and pragmatics") Through the 2000s, Nauru lacked money to perform many of the basic functions of government; for example, the National Bank of Nauru became insolvent and was closed in 2006.[\[27\]](../../page/3/#ref-27 "note 27")[203](../../203/ "tree and pragmatics") The [CIA World Factbook](https://en.wikipedia.org/wiki/CIA_World_Factbook) estimated a [GDP per capita](https://en.wikipedia.org/wiki/List_of_countries_by_GDP_%28PPP%29_per_capita) of US$5,000 in 2005.[\[5\]](../../page/3/#ref-5 "note 5")[204](../../204/ "tree and pragmatics") The Asian Development Bank 2007 economic report on Nauru estimated GDP per capita at US$2,400 to US$2,715.[\[125\]](../../page/3/#ref-125 "note 125")[205](../../205/ "tree and pragmatics")

Nauru does not levy any personal taxes.[206](../../206/ "tree and pragmatics") The unemployment rate is estimated to be 23% and the government employs 95% of those who have jobs.[\[5\]](../../page/3/#ref-5 "note 5")[\[134\]](../../page/3/#ref-134 "note 134")[207](../../207/ "tree and pragmatics") The Asian Development Bank notes that, although the administration has a strong public mandate to implement economic reforms, in the absence of an alternative to phosphate mining, the medium-term outlook is for continued dependence on external assistance.[\[133\]](../../page/3/#ref-133 "note 133")[208](../../208/ "tree and pragmatics") [Tourism](https://en.wikipedia.org/wiki/Tourism_in_Nauru) is not a major contributor to the economy.[\[135\]](../../page/3/#ref-135 "note 135")[209](../../209/ "tree and pragmatics")
