### Landmark

<!-- .mk -->
Main article: [Uppatasanti Pagoda](https://en.wikipedia.org/wiki/Uppatasanti_Pagoda)*
Similar in size and shape to the [Shwedagon Pagoda](https://en.wikipedia.org/wiki/Shwedagon_Pagoda) in Yangon, [Uppatasanti Pagoda](https://en.wikipedia.org/wiki/Uppatasanti_Pagoda) was completed in 2009.\[43\] This new pagoda is named the Uppatasanti or "Peace Pagoda". The stake-driving ceremony for the pagoda was held on 12 November 2006.\[44\] The invitation card for the ceremony opened with a phrase "Rajahtani Naypyidaw (the royal capital where the king resides)".\[45\] The pagoda is just 30 cm shorter than the Shwedagon Pagoda.\[46\] Uppatasanti translates roughly to "Protection against Calamity". It is the name of a [sūtra](https://en.wikipedia.org/wiki/Sūtra) prepared by a monk in the early 16th century. It is to be recited in time of crisis, especially in the face of foreign invasion.\[47\]

## Administration

The [Naypyidaw Union Territory](https://en.wikipedia.org/wiki/Naypyidaw_Union_Territory) is administered at both the [State/Region](https://en.wikipedia.org/wiki/Administrative_divisions_of_Myanmar) level, and as a [municipality](https://en.wikipedia.org/wiki/Municipality) at the local level under two different governing bodies.[84](../../84/ "tree and pragmatics") Naypyidaw is one of three cities in the country to have municipal governance, the others being Yangon and Mandalay.[\[48\]](../../page/2/#ref-48 "note 48")[85](../../85/ "tree and pragmatics")

[Naypyidaw Council](https://en.wikipedia.org/wiki/Naypyidaw_Council) (NPTC) is the regional administrative body of the territory, and is under the direct supervision of the [President of Myanmar](https://en.wikipedia.org/wiki/President_of_Myanmar).[\[49\]](../../page/2/#ref-49 "note 49")[86](../../86/ "tree and pragmatics") The council is appointed by the President, and must have no less than 5 and no more than 10 members and include both civilians and [military](https://en.wikipedia.org/wiki/Tatmadaw) personnel.[87](../../87/ "tree and pragmatics") The Chairperson becomes the [ex-officio](https://en.wikipedia.org/wiki/Ex-officio) Mayor, and the Head of the [General Administration Department](https://en.wikipedia.org/wiki/General_Administration_Department) (GAD) of the territory becomes the Secretary of the council.[\[49\]](../../page/2/#ref-49 "note 49")[\[50\]](../../page/2/#ref-50 "note 50")[88](../../88/ "tree and pragmatics") Matters under the [jurisdiction](https://en.wikipedia.org/wiki/Jurisdiction) of the Council include: general planning, coordination of [internal security](https://en.wikipedia.org/wiki/Internal_security), [nature conservation](https://en.wikipedia.org/wiki/Nature_conservation), [emergency management](https://en.wikipedia.org/wiki/Emergency_management), oversight of [civil service](https://en.wikipedia.org/wiki/Civil_service) organisations within the territory, and any other duties assigned to it by the constitution or law.[\[49\]](../../page/2/#ref-49 "note 49")[89](../../89/ "tree and pragmatics")

[Naypyidaw Development Committee](https://en.wikipedia.org/wiki/Naypyidaw_Development_Committee) (NPTDC) is the [local government](https://en.wikipedia.org/wiki/Local_government) body of the territory.[90](../../90/ "tree and pragmatics") The committee is appointed by the President, and must have at least 5 members, but no more than 9.[\[51\]](../../page/2/#ref-51 "note 51")[91](../../91/ "tree and pragmatics") The Chairperson of the Committee becomes the Mayor of Naypyidaw, the vice-chairman becomes the Vice-Mayor, and the Head of Office becomes the Joint Secretary of the committee.[\[51\]](../../page/2/#ref-51 "note 51")[92](../../92/ "tree and pragmatics") Because both laws make the chair of the Council and Committee the mayor, the same person holds both offices.[93](../../93/ "tree and pragmatics") Matters under the jurisdiction of the Committee include: [urban planning](https://en.wikipedia.org/wiki/Urban_planning), [land-use planning](https://en.wikipedia.org/wiki/Land-use_planning), [planning permission](https://en.wikipedia.org/wiki/Planning_permission), [traffic management](https://en.wikipedia.org/wiki/Traffic_management), various [public works](https://en.wikipedia.org/wiki/Public_works) ([sewage treatment](https://en.wikipedia.org/wiki/Sewage_treatment), [water supply](https://en.wikipedia.org/wiki/Water_supply), [sanitation](https://en.wikipedia.org/wiki/Sanitation), roads, bridges, drainage, etc.), and other local competencies.[\[51\]](../../page/2/#ref-51 "note 51")[94](../../94/ "tree and pragmatics") Unlike the NPTC which must request funding for its budget from the Union government, the committee is permitted to levy taxes to fund its work.[\[51\]](../../page/2/#ref-51 "note 51")[95](../../95/ "tree and pragmatics")

The current mayor is Dr. Maung Maung Naing, appointed as the Chair of Naypyidaw Council on 2 February 2021.[\[52\]](../../page/2/#ref-52 "note 52")[96](../../96/ "tree and pragmatics") [Dr. Myo Aung](https://en.wikipedia.org/wiki/Myo_Aung) of the [National League for Democracy](https://en.wikipedia.org/wiki/National_League_for_Democracy) party served as Mayor from his appointment on 1 April 2016, until his arrest on 1 February 2021, during the [2021 Myanmar coup d'état](https://en.wikipedia.org/wiki/2021_Myanmar_coup_d%27état).[\[53\]](../../page/2/#ref-53 "note 53")[\[54\]](../../page/2/#ref-54 "note 54")[97](../../97/ "tree and pragmatics")

### Administrative divisions

Naypyidaw Union Territory consists of 2 [districts](https://en.wikipedia.org/wiki/Districts_of_Myanmar) subdivided into 8 [townships](https://en.wikipedia.org/wiki/Townships_of_Myanmar).[98](../../98/ "tree and pragmatics") [Pyinmana](https://en.wikipedia.org/wiki/Pyinmana_Township), [Lewe](https://en.wikipedia.org/wiki/Lewe_Township), and [Tatkone](https://en.wikipedia.org/wiki/Tatkone_Township) townships were all formerly part of [Yamethin District](https://en.wikipedia.org/wiki/Yamethin_District) in [Mandalay Region](https://en.wikipedia.org/wiki/Mandalay_Region).[99](../../99/ "tree and pragmatics") Ottarathiri, Dekkhinathiri, Popphathiri, Zabuthiri, and Zeyathiri are all new townships under construction.[100](../../100/ "tree and pragmatics") Like the townships in the rest of the country, they are governed by a development affairs organisation (DAO) which includes a Township Administrator appointed by the [General Administration Department](https://en.wikipedia.org/wiki/General_Administration_Department), and an elected Township Development Affairs Committee (TDAC).[\[48\]](../../page/2/#ref-48 "note 48")[101](../../101/ "tree and pragmatics")

- [Ottara District](https://en.wikipedia.org/wiki/Ottara_District)[102](../../102/ "tree and pragmatics")
- [Ottarathiri Township](https://en.wikipedia.org/wiki/Ottarathiri_Township) (ဥတ္တရသီရိ မြို့နယ်, from Pali ')[103](../../103/ "tree and pragmatics")
- [Pobbathiri Township](https://en.wikipedia.org/wiki/Pobbathiri_Township) (ပုဗ္ဗသီရိ မြို့နယ်, from Pali ')[104](../../104/ "tree and pragmatics")
- [Tatkone](https://en.wikipedia.org/wiki/Tatkone_Township)[105](../../105/ "tree and pragmatics")
- [Zeyarthiri Township](https://en.wikipedia.org/wiki/Zeyarthiri_Township) (ဇေယျာသီရိ မြို့နယ်, from Pali ')[106](../../106/ "tree and pragmatics")
- [Dekkhina District](https://en.wikipedia.org/wiki/Dekkhina_District)[107](../../107/ "tree and pragmatics")
- [Dekkhinathiri Township](https://en.wikipedia.org/wiki/Dekkhinathiri_Township) (ဒက္ခိဏသီရိ မြို့နယ်, from Pali ')[108](../../108/ "tree and pragmatics")
- [Lewe Township](https://en.wikipedia.org/wiki/Lewe_Township)[109](../../109/ "tree and pragmatics")
- [Pyinmana Township](https://en.wikipedia.org/wiki/Pyinmana_Township)[110](../../110/ "tree and pragmatics")
- [Zabuthiri Township](https://en.wikipedia.org/wiki/Zabuthiri_Township) (ဇမ္ဗူသီရိ မြို့နယ်, from Pali ')[111](../../111/ "tree and pragmatics")

There is sometimes some controversy about land use and changes in land ownership related to the urban spread of Naypyidaw.[112](../../112/ "tree and pragmatics") In late 2014, for example, there were suggestions in parliament that land grabs were occurring near the Dekkhinathiri Township and that existing laws needed to be amended to provide better protection for farmers.[\[55\]](../../page/2/#ref-55 "note 55")[113](../../113/ "tree and pragmatics") There has also been criticism from some members of parliament about the size of the Naypyidaw Union Territory and the fact that money is being spent on urban infrastructure (such as lighting around lakes) although the facilities do not attract much use.[\[56\]](../../page/2/#ref-56 "note 56")[114](../../114/ "tree and pragmatics")

## Transport

### Roads

The four-lane, 323.2 km Yangon-Naypyidaw highway links Naypyidaw with Yangon directly and is part of the 563 km [Yangon-Naypyidaw-Mandalay Expressway](https://en.wikipedia.org/wiki/Yangon-Naypyidaw-Mandalay_Expressway).[115](../../115/ "tree and pragmatics") There is a 20-lane boulevard.[116](../../116/ "tree and pragmatics") Like most roads in the city, it is largely empty.[\[32\]](../../page/2/#ref-32 "note 32")[\[57\]](../../page/2/#ref-57 "note 57")[117](../../117/ "tree and pragmatics") Naypyidaw has four-lane roads and multilevel, flower-covered roundabouts ([traffic circles](https://en.wikipedia.org/wiki/Traffic_circle)).[118](../../118/ "tree and pragmatics")

### Air

[Nay Pyi Taw International Airport](https://en.wikipedia.org/wiki/Nay_Pyi_Taw_International_Airport), also known as Ayelar Airport, opened in December 2011 and is 16 km south-east of the city, between the towns of Ela and Lewe.[119](../../119/ "tree and pragmatics") It has been served by all domestic airlines—[Air Bagan](https://en.wikipedia.org/wiki/Air_Bagan), [Air Mandalay](https://en.wikipedia.org/wiki/Air_Mandalay), [Myanmar National Airlines](https://en.wikipedia.org/wiki/Myanmar_National_Airlines), [FMI Air](https://en.wikipedia.org/wiki/FMI_Air) and [Yangon Airways](https://en.wikipedia.org/wiki/Yangon_Airways)—with regular flights to Yangon and other cities across the country.[\[58\]](../../page/2/#ref-58 "note 58")[120](../../120/ "tree and pragmatics") According to the Transport Ministry, the airport has a 3.6 km long runway, a control tower 69 m high and handle up to 65,000 flights annually.[\[59\]](../../page/2/#ref-59 "note 59")[121](../../121/ "tree and pragmatics") Airlines from Thailand and China used to serve international flights in the past, but the airport now caters only to local destinations.[122](../../122/ "tree and pragmatics")

### Buses and taxis

Public transport services are limited between neighbourhoods.[\[27\]](../../page/2/#ref-27 "note 27")[123](../../123/ "tree and pragmatics") Government ministries run shuttle buses in the morning and evening to their respective buildings.[\[60\]](../../page/2/#ref-60 "note 60")[124](../../124/ "tree and pragmatics")

The city has a central bus station[\[3\]](../../page/2/#ref-3 "note 3") and one taxi company, which is operated by the military.[\[27\]](../../page/2/#ref-27 "note 27")[125](../../125/ "tree and pragmatics") [Motorbikes](https://en.wikipedia.org/wiki/Motorbike) are banned from some roads in Naypyidaw city limits, including sections of Taw Win Yadana Road, as a result of hundreds of traffic accident-related deaths in 2009.[\[61\]](../../page/2/#ref-61 "note 61")[126](../../126/ "tree and pragmatics")

### Railways

<!-- .mk -->
Further information: [Myanmar Railways](https://en.wikipedia.org/wiki/Myanmar_Railways)

[Naypyidaw Central railway station](https://en.wikipedia.org/wiki/Naypyidaw_Central_railway_station) was opened at milepost No. (233/0), between Ywataw station and Kyihtaunggan station on the [Yangon–Mandalay Railway](https://en.wikipedia.org/wiki/Yangon–Mandalay_Railway) with a station area of 9000 x 4000 ft and a covered area of 826.5 acre.[127](../../127/ "tree and pragmatics") Construction began on 8 December 2006 and Naypyidaw railway station was opened on 5 July 2009, even though the overpass, locomotive shed, concrete road leading up to the station, parking lot, passenger lounge and platform were not completed.[\[62\]](../../page/2/#ref-62 "note 62")[128](../../128/ "tree and pragmatics")

Before the opening of Naypyidaw railway station, Naypyidaw was served by Pyinmana and Lewe stations, though only Pyinmana station is on the main rail line (which extends from Yangon-[Bago](https://en.wikipedia.org/wiki/Bago,_Myanmar)-Naypyidaw-[Thazi](https://en.wikipedia.org/wiki/Thazi,_Meiktila,_Mandalay_Region)-Mandalay).[129](../../129/ "tree and pragmatics") Lewe station is on the way from Pyinmana to [Kyaukpadaung](https://en.wikipedia.org/wiki/Kyaukpadaung).[130](../../130/ "tree and pragmatics") It takes nine hours by train to get from Yangon to Pyinmana; trains leave at 12:00 and arrive at 21:30 local time.[\[63\]](../../page/2/#ref-63 "note 63")[131](../../131/ "tree and pragmatics")

In August 2011, Russian news media announced that a Russian-based firm would be constructing a 50 km [metro line](https://en.wikipedia.org/wiki/Rapid_transit), which would be the country's first underground rail system, underneath Naypyidaw.[\[64\]](../../page/2/#ref-64 "note 64")[\[65\]](../../page/2/#ref-65 "note 65")[132](../../132/ "tree and pragmatics") However, the Rail Transportation Ministry then announced that the plan had been cancelled due to lack of demand and budgetary limits.[\[66\]](../../page/2/#ref-66 "note 66")[133](../../133/ "tree and pragmatics")

### Print

The [Myanmar Alin](https://en.wikipedia.org/wiki/Myanmar_Alin) and the [Kyaymon](https://en.wikipedia.org/wiki/Kyaymon) in Burmese and the [New Light of Myanmar](https://en.wikipedia.org/wiki/New_Light_of_Myanmar) in English are available in Naypyidaw.[175](../../175/ "tree and pragmatics") Since 18 November 2011, the Ministry of Information has begun publishing a weekly journal called the Naypyidaw Times, to report on government policies.[\[76\]](../../page/2/#ref-76 "note 76")[176](../../176/ "tree and pragmatics")

### Radio

There are a number of AM and FM stations broadcasting in Naypyidaw.[177](../../177/ "tree and pragmatics") The main available channels in Naypyidaw are [Myanmar Radio](https://en.wikipedia.org/wiki/Myanmar_Radio) (operated by [MRTV](https://en.wikipedia.org/wiki/Myanmar_Radio_and_Television)), Cherry FM, Mandalay FM, FM Bagan, Padamyar FM, Pyinsawaddy FM, Shwe FM and City FM.[178](../../178/ "tree and pragmatics")

### Television

[MRTV](https://en.wikipedia.org/wiki/Myanmar_Radio_and_Television), [MRTV-4](https://en.wikipedia.org/wiki/MRTV-4) and [MWD](https://en.wikipedia.org/wiki/Myawaddy_TV) are the main channels, broadcasting Burmese-language programmes in Naypyidaw.[179](../../179/ "tree and pragmatics") Privately owned enterprise [Sky Net](https://en.wikipedia.org/wiki/Sky_Net) provides more than 70 pay-TV channels of local and international origin.[180](../../180/ "tree and pragmatics") MRTV broadcasts 19 free-to-air channels and MWD broadcasts 8 free-to-air channels.[181](../../181/ "tree and pragmatics") Other TV channels such as Channel 7, 5-plus and [Myanmar International](https://en.wikipedia.org/wiki/Myanmar_International), the English-language channel that targets overseas audiences are also available.[182](../../182/ "tree and pragmatics")

## Costs and issues

One estimate puts the cost in the range of $3–4 billion [USD](https://en.wikipedia.org/wiki/USD), although only part of this estimate is for cash spending because non-cash investments were also reportedly involved in supporting the construction effort.[\[57\]](../../page/2/#ref-57 "note 57")[183](../../183/ "tree and pragmatics")

There is now continual travel by vehicles along the 300 km highway from Yangon to Naypyidaw, which is four lanes for most of the way.[184](../../184/ "tree and pragmatics") There are relatively few vehicles for much of the time on the road.[185](../../185/ "tree and pragmatics") Most trucks travelling north from Yangon to Naypyidaw and Mandalay are prohibited from using the highway.[186](../../186/ "tree and pragmatics") The [Asian Development Bank](https://en.wikipedia.org/wiki/Asian_Development_Bank) has estimated that allowing more trucks onto the road would save over $100 million per year in reduced travelling time and other savings.[\[77\]](../../page/2/#ref-77 "note 77")[187](../../187/ "tree and pragmatics") There are plans to turn the road into a six-lane highway for greater safety.[\[78\]](../../page/2/#ref-78 "note 78")[188](../../188/ "tree and pragmatics")

The proportion of housing that meets expatriate needs is limited because the majority of existing apartments are for government employees.[\[79\]](../../page/2/#ref-79 "note 79")[189](../../189/ "tree and pragmatics")

## In popular culture

In March 2014, Naypyidaw was one of the locations featured on the British motoring TV show [Top Gear](https://en.wikipedia.org/wiki/Top_Gear_%282002_TV_series%29) during a two-part special event in Myanmar.[\[11\]](../../page/2/#ref-11 "note 11")[190](../../190/ "tree and pragmatics")

In 2018, Naypyidaw was featured on the TV show [Dark Tourist](https://en.wikipedia.org/wiki/Dark_Tourist_%28TV_series%29).[191](../../191/ "tree and pragmatics")
