### Climate

The Hague experiences a temperate [oceanic climate](https://en.wikipedia.org/wiki/Oceanic_climate) ([Köppen:](https://en.wikipedia.org/wiki/Köppen_climate_classification) Cfb) similar to almost all of the Netherlands.[115](../../115/ "tree and pragmatics") Because of its location on the coast, it experiences milder winters and cooler summers than more inland locations.[116](../../116/ "tree and pragmatics") However, because of its location, it can also be extremely windy in the winter and humid in the summer.[117](../../117/ "tree and pragmatics") It also gets more sunshine.[118](../../118/ "tree and pragmatics")

### Cityscape

City life concentrates around the [Hofvijver](https://en.wikipedia.org/wiki/Hofvijver) and the [Binnenhof](https://en.wikipedia.org/wiki/Binnenhof), where the States General of the Netherlands is located.[119](../../119/ "tree and pragmatics") Because of its history, the historical inner city of The Hague differs in various aspects from the nearby smaller cities of [Leiden](https://en.wikipedia.org/wiki/Leiden) and [Delft](https://en.wikipedia.org/wiki/Delft).[120](../../120/ "tree and pragmatics") It does not have a cramped inner city, bordered by canals and walls.[121](../../121/ "tree and pragmatics") Instead, it has some small streets in the town centre that may be dated from the late [Middle Ages](https://en.wikipedia.org/wiki/Middle_Ages) and several spacious streets boasting large and luxurious 18th-century residences built for diplomats and affluent Dutch families.[122](../../122/ "tree and pragmatics") It has a large church dating from the 15th century, a [City Hall](https://en.wikipedia.org/wiki/Old_City_Hall_%28The_Hague%29) (built as such) from the 16th century, several large 17th-century palaces, a 17th-century [Protestant](https://en.wikipedia.org/wiki/Protestant) church built in what was then a modern style, and many important 18th-century buildings.[123](../../123/ "tree and pragmatics")

The city is becoming more student-friendly with the introduction of a new campus in 2012 of [Leiden University](https://en.wikipedia.org/wiki/Leiden_University) as well as [Leiden University College The Hague](https://en.wikipedia.org/wiki/Leiden_University_College_The_Hague), which was established in 2010.[124](../../124/ "tree and pragmatics") The [Royal Conservatory of The Hague](https://en.wikipedia.org/wiki/Royal_Conservatory_of_The_Hague) and the [Royal Academy of Art](https://en.wikipedia.org/wiki/Royal_Academy_of_Art_%28The_Hague%29) are also located there, as well as [The Hague University](https://en.wikipedia.org/wiki/The_Hague_University), a [vocational university](https://en.wikipedia.org/wiki/Vocational_university), and a branch of The [Open University of the Netherlands](https://en.wikipedia.org/wiki/Open_University_of_the_Netherlands).[125](../../125/ "tree and pragmatics") The city has many [civil servants](https://en.wikipedia.org/wiki/Civil_servant) and [diplomats](https://en.wikipedia.org/wiki/Diplomat).[\[30\]](../../page/3/#ref-30 "note 30")[126](../../126/ "tree and pragmatics") In fact, the number and variety of foreign residents (especially the [expatriates](https://en.wikipedia.org/wiki/Expatriate)) make the city quite culturally diverse, with many foreign [pubs](https://en.wikipedia.org/wiki/Pub), shops and cultural events.[127](../../127/ "tree and pragmatics")

The Hague is the largest Dutch city on the [North Sea](https://en.wikipedia.org/wiki/North_Sea) and includes two distinct [beach resorts](https://en.wikipedia.org/wiki/Beach_resort).[128](../../128/ "tree and pragmatics") The main beach resort [Scheveningen](https://en.wikipedia.org/wiki/Scheveningen), in the northwestern part of the city, is a popular destination for tourists as well as for inhabitants.[129](../../129/ "tree and pragmatics") With 10 million visitors a year, it is the most popular beach town in the [Benelux](https://en.wikipedia.org/wiki/Benelux) area.[130](../../130/ "tree and pragmatics") [Kijkduin](https://en.wikipedia.org/wiki/Kijkduin), in the southwest, is The Hague's other beach resort.[131](../../131/ "tree and pragmatics") It is significantly smaller and attracts mainly local residents.[132](../../132/ "tree and pragmatics")

The former Dutch colony of the [East Indies](https://en.wikipedia.org/wiki/Dutch_East_Indies), now [Indonesia](https://en.wikipedia.org/wiki/Indonesia) [corpus](../../../Indonesia/ "in our corpus"), has left its mark on The Hague.[133](../../133/ "tree and pragmatics") Since the 19th century, high-level civil servants from the Dutch East Indies often spent long-term leave and vacations in The Hague.[134](../../134/ "tree and pragmatics") Many streets are named after places in the Netherlands East Indies (as well as other former Dutch colonies such as Suriname), and there is a sizable "[Indo](https://en.wikipedia.org/wiki/Indo_people)" (i.e., mixed Dutch-Indonesian) community.[135](../../135/ "tree and pragmatics") Since the loss of these Dutch possessions in December 1949, "[Indo people](https://en.wikipedia.org/wiki/Indo_people)" also known as "Indische people" often refer to The Hague as "the Widow of the Indies".[\[31\]](../../page/3/#ref-31 "note 31")[136](../../136/ "tree and pragmatics")

The older parts of the town have many characteristically wide and long streets.[137](../../137/ "tree and pragmatics") Houses are generally low-rise (often not more than three floors).[138](../../138/ "tree and pragmatics") A large part of the southwestern city was planned by the progressive Dutch architect H.P.[139](../../139/ "tree and pragmatics") Berlage about 1910.[140](../../140/ "tree and pragmatics") This 'Plan Berlage' decided the spacious and homely streets for several decades.[141](../../141/ "tree and pragmatics") In World War II, a large portion of the western portion of The Hague was destroyed by the Germans.[142](../../142/ "tree and pragmatics") Afterward, modernist architect W.M.[143](../../143/ "tree and pragmatics") Dudok planned its renewal, putting apartment blocks for the middle class in open park-like settings.[144](../../144/ "tree and pragmatics")

The layout of the city is more spacious than other Dutch cities, and because of the incorporation of large and old nobility estates, the creation of various parks, and the use of green zones around natural streams, it is a much greener city than any other in the Netherlands.[145](../../145/ "tree and pragmatics") That is, excepting some medieval close-knitted streets in the centre.[146](../../146/ "tree and pragmatics") The Hague has a canal system around the old city centre, which is mainly used for boat tours around the city.[147](../../147/ "tree and pragmatics") Most of the canals were drained in the late 19th century, and some were filled between 1910 and 1970,[\[32\]](../../page/3/#ref-32 "note 32") but many have been restored recently.[148](../../148/ "tree and pragmatics")

The tallest buildings of The Hague are both 146-meter-tall ministries of [Justice and Security](https://en.wikipedia.org/wiki/Ministry_of_Justice_and_Security) and the [Interior and Kingdom Relations](https://en.wikipedia.org/wiki/Ministry_of_the_Interior_and_Kingdom_Relations) of the Netherlands, designed by [Hans Kollhoff](https://en.wikipedia.org/wiki/Hans_Kollhoff).[149](../../149/ "tree and pragmatics") Other significant skyscrapers include the [Hoftoren](https://en.wikipedia.org/wiki/Hoftoren), [Het Strijkijzer](https://en.wikipedia.org/wiki/Het_Strijkijzer) and [De Kroon](https://en.wikipedia.org/wiki/De_Kroon_%28The_Hague%29).[150](../../150/ "tree and pragmatics")

As of 1 January 2021, The Hague counts 549,163 inhabitants, making it the third-largest city in the Netherlands.[152](../../152/ "tree and pragmatics") Between 1800 and 1960, the city saw considerable growth from 40,000 in 1800 to 200,000 in 1900 and eventually 600,000 in 1960.[153](../../153/ "tree and pragmatics") The growth following 1900 was partially caused by the Housing Act of 1901, which stimulated the expansion of cities such as The Hague.[154](../../154/ "tree and pragmatics") In the period between 1960 and 1980, The Hague saw a shrinkage from 600,000 to 440,000 inhabitants, caused mostly by spatial policy, demographic processes, and lack of space.[155](../../155/ "tree and pragmatics") After several annexations and housing constructions, The Hague has since grown again, celebrating its 500,000th inhabitant in 2011.[156](../../156/ "tree and pragmatics") The municipality expects the growth to continue to just over 600,000 inhabitants by 2030.[\[34\]](../../page/3/#ref-34 "note 34")[157](../../157/ "tree and pragmatics")

The demonym of The Hague officially is Hagenaar, but the term Hagenees is informally used for someone who was born and raised in The Hague.[\[35\]](../../page/3/#ref-35 "note 35")[158](../../158/ "tree and pragmatics") The usage of these demonyms appears to be class-bound, with Hagenaar being the upper-class term and Hagenees being that of the lower-class.[\[36\]](../../page/3/#ref-36 "note 36")[159](../../159/ "tree and pragmatics")

### City of Peace and Justice

The Hague is home to many different international judicial bodies, such as the [Permanent Court of Arbitration](https://en.wikipedia.org/wiki/Permanent_Court_of_Arbitration) (PCA), the [International Court of Justice](https://en.wikipedia.org/wiki/International_Court_of_Justice) (ICJ), the [International Criminal Court](https://en.wikipedia.org/wiki/International_Criminal_Court) (ICC), and the [International Residual Mechanism for Criminal Tribunals](https://en.wikipedia.org/wiki/International_Residual_Mechanism_for_Criminal_Tribunals) (IRMCT).[189](../../189/ "tree and pragmatics") It houses [Scheveningen Prison](https://en.wikipedia.org/wiki/Hague_Penitentiary_Institution), the ICC's detention centre for those suspected of war crimes and other violations of international law.[\[44\]](../../page/3/#ref-44 "note 44")[190](../../190/ "tree and pragmatics") The Hague is the fourth major centre for the [United Nations](https://en.wikipedia.org/wiki/United_Nations), after New York, Geneva and Vienna.[\[45\]](../../page/3/#ref-45 "note 45")[191](../../191/ "tree and pragmatics")

The foundation of The Hague as an ["international city of peace and justice"](https://en.wikipedia.org/wiki/Hague_Justice_Portal) started at the end of the 19th century, when the international community chose The Hague as the home of the [Permanent Court of Arbitration](https://en.wikipedia.org/wiki/Permanent_Court_of_Arbitration) (PCA), the world's first organisation for the settlement of international disputes, during [the first global peace conference](https://en.wikipedia.org/wiki/Hague_Conventions_of_1899_and_1907).[192](../../192/ "tree and pragmatics") The subsequent construction of the PCA's headquarters, the [Peace Palace](https://en.wikipedia.org/wiki/Peace_Palace), between 1907 and 1913 gave this new international institution an architectural symbol worthy of its global mission.[193](../../193/ "tree and pragmatics") After the establishment of the [League of Nations](https://en.wikipedia.org/wiki/League_of_Nations), The Hague became the seat of the [Permanent Court of International Justice](https://en.wikipedia.org/wiki/Permanent_Court_of_International_Justice), which was replaced (after [World War II](https://en.wikipedia.org/wiki/World_War_II)) by the UN's [International Court of Justice](https://en.wikipedia.org/wiki/International_Court_of_Justice).[194](../../194/ "tree and pragmatics") The establishments of the [Iran–United States Claims Tribunal](https://en.wikipedia.org/wiki/Iran–United_States_Claims_Tribunal) (1981), the [International Criminal Tribunal for the former Yugoslavia](https://en.wikipedia.org/wiki/International_Criminal_Tribunal_for_the_former_Yugoslavia) (1993), and the [International Criminal Court](https://en.wikipedia.org/wiki/International_Criminal_Court) (2002) in the city further consolidated its role as a centre for international legal arbitration.[195](../../195/ "tree and pragmatics") Most recently, on 1 March 2009, the [Special Tribunal for Lebanon](https://en.wikipedia.org/wiki/Special_Tribunal_for_Lebanon), a UN tribunal to investigate and prosecute suspects in the 2005 assassination of Lebanese Prime Minister Rafik Hariri, opened in the former headquarters of the Dutch [General Intelligence and Security Service](https://en.wikipedia.org/wiki/General_Intelligence_and_Security_Service) in [Leidschendam](https://en.wikipedia.org/wiki/Leidschendam), a town within the greater area of The Hague.[196](../../196/ "tree and pragmatics")

Other major international and European organisations based in The Hague include:[197](../../197/ "tree and pragmatics")
