In the Tanakh and Jewish tradition: In the Torah, concerning often just means about. In the Prophets and Writings it also introduces a prophecy ("the burden concerning...") or a prayer about someone. In the primary lessons: In everyday life and safety: "if you have any concerns, tell a teacher". In formal writing, "this letter concerns your child's trip" means it is about it.
